JOINT DECLARATION OF THE V CYCLE OF THE PEACE DIALOGUES BETWEEN THE NATIONAL GOVERNMENT AND THE GENERAL STAFF OF THE BLOCS:
COMMANDER JORGE SUÁREZ BRICEÑO, COMMANDER GENTIL DUARTE AND THE FRONT COMMANDER RAÚL REYES OF THE FARC-EP

The delegations of the National Government and the General Staff of the Blocs:
Commander Jorge Suárez Briceño, Commander Gentil Duarte and the Commander of the Raúl Reyes Front of the FARC-EP have held the V cycle of talks, in the city of Bogotá, amidst a constructive spirit, taking decisions on ceasefire monitoring and respect for the civilian population;
georeferencing of zones of presence;
agenda for the construction of the Peace Agreement;
socio-environmental initiatives in the Amazon, Catatumbo and Antioquia for the protection of biodiversity and sustainable development;
territorial transformations;
humanitarian attention to persons deprived of their liberty who are members of the aforementioned Fronts and Blocs that are at the Dialogue Table;
and progress in terms of social participation in the process.
Taking into account the events following the suspension of the ceasefire on 20 March 2024 by the National Government in Nariño, Cauca and Valle del Cauca, it was agreed that, from now on, the ceasefire will be with the Blocs and Fronts that remain at the Table, with full validity of the agreements and protocols signed since the installation in Tibú on 16 October 2023 until those adopted in Cycle V and those defined by mutual agreement between the parties.

2. The Roundtable decided to hold social dialogues with special groups such as those in Peasant Reserve Zones, forest development zones, national natural parks, and inhabitants in possession of vacant land for adjudication, families occupying areas of the Law N° 2 of 1959, signatories of the 2016 Peace Agreement who are included in the social processes in the territories, collective ethnic territories and in populated centres, and communities in critical areas.
3. Progress was made in georeferencing with the definition of criteria, identification of the fronts of each bloc represented at the Peace Dialogues Table, and a technical committee was formed for the exchange of information in order to contribute to the protection of the population, territorial transformations and the prevention of confrontations.
The parties will invite, when they consider it necessary, to this technical committee the Special Representative of the Secretary General of the United Nations in Colombia, as well as the one of the Mission to Support the Peace Process of the Organisation of American States (MAPP-OAS), the Colombian Episcopal Conference of the Catholic Church and the World Council of Churches.
4. Taking into account the initial thematic guidelines agreed at the installation of the roundtable in Tibú and the contributions of the social dialogue sessions, we, the parties, agreed on the thematic axes for the construction of the Peace Agreement, which, with a participatory methodology and a common route, will be at the centre of the work of the Peace Dialogue Table.
These axes are:
1. Territorial transformations and immediately applicable agreements.
2. Land and territory.
3. Environmental peace.
4. Economic, labour and social issues.
5. Political issues, corruption and culture of peace.
6. Rights of all vulnerable and specially protected populations.
7. Models of justice and victims' rights.
8. Conflict, security and weapons.
9. Guarantees for the parties after the agreement.
10. Regulatory frameworks and international relations for peace. (

5. Environmental commitment of the V cycle.

For the continuity of these dialogues, the following special zones of intervention and execution of partial agreements are defined for the next period:
Sur del Meta - north of Guavíare, Catatumbo, north-northeast and Bajo Cauca Antioqueño, Sur de Bolívar and Caquetá-Yarí.
By agreement of the parties, other areas may be included.
7. The Peace Dialogues Table accepts the agreements of the Joint Legal Commission, composed of delegates of the parties and permanent accompaniers, on urgent humanitarian efforts to attend to persons, members of the Blocs and Fronts that are represented in the MDP, who are deprived of their liberty with serious health problems.
These agreements also include arrangements for educational programmes, the evaluation of possible relocations, consultations on criminal policy issues and the proposal of humanitarian peace camps within the framework of the legal provisions in force.
8. The Peace Dialogue Table invites all sectors of the state and civil society to deepen their efforts to achieve significant achievements in the political solution of the social conflict, in order to explore routes towards the elimination of the causes that generate the conflict.
9. The National Government delegation will ask the international community, including the International Committee of the Red Cross (ICRC), to contribute to the deliberations on the scope and application of the norms of International Humanitarian Law, including the figure of exaction.
As well as the issues of dissent raised in the MVMV report such as extortion, among others.
10. The General Staff of the Blocs: Commander Jorge Suárez Briceño and Commander Gentil Duarte and, of the Front Commander
Raúl Reyes of the FARC-EP declares that he only assumes as commitments the Agreements and protocols signed by the parties in the Peace Dialogues Table.
