Description
A third annual iteration of a cattle related peace conference which makes further resolutions to build upon and strengthen the existing Internal Cattle Migration Monitoring Committee (ICMMC). Substantively the agreement also sets out that cattle migration in the area will be regulated by local state government, with the mediator peace canal supporting the tabling and presentation of these new resolutions as laws to be passed. The provisions in the agreement address the various pastoralist ethnic groups and communities involved in and impacted by cattle conflicts and cycles of migration. It also addresses connected social issues; making provisions for women and youth and providing for security arrangements and community-led implementation mechanisms to support the overall agreement.

Report of the 3rd Dinka Agar Internal cattle Migration conference:-

Introduction:-

The 3rd Dinka Agar Internal cattle migration conference was conducted by Peace canal in coordination with the government of lakes state in Rumbek east county Aduel Headquarters.

The Internal Cattle Migration Conference ran from 19th – 21st December was held Under Theme "TOGETHER LET US UNITE AGANIST VIOLENCE"

The conference was attended by two hundreds and fifty (250) Participants categorical the of Dinka Agar chiefs, Youth, women, Spear master, elders and intellectuals, peace partners and government stakeholders that include commissioner of Rumbek East county, Rumbek North county, Wulu county and representative of Rumbek cenetr commissioner.

The conference was grace over by Hon.

Chol Kuotwel Manhom, the Minster of Local government and Law inforce agency on behalf of the Governor Gen. Rin Tueny Mabor Deng, The Governor of Lakes state.

The conference came up with nineteen resolutions including formation and strengthen of Internal Cattle Migration Monitoring Committee (ICMMC) comprises of Minister of Local Government, Minister of Peacebuilding, four Commissioners of Greater Rumbek Counties, four Chiefs, four Gelweng and three members of Organised Forces to regulate cattle movement.

A called for prioritize agriculture and look for a potential place for agriculture which is probably the jur land.

Farming and grazing areas should be separated, Migration to namcok to kick off by January and April every year.

Urges intermarriages between Agaar and Jur and communities must stop hoarding or harboring thieves as Government to strengthen the recent laws to some individuals who still engaging in criminal activities.

There was recommendation from the participants to extend operationalization of Peace canal to wulu county which is inhabited by Bele and modo who part of greater Rumbek to have comprehensive peace programs.

Community of greater Rumbek appreciated Peace Canal and other partners for Unwavering support and acknowledge the government of Lakes state for restoring peace and Maintaining rule of law.

The forum recommended establishment of the committee overseeing the cattle movement to Naam cok and shall constitute membership from Duor Mayor, Kook, and Bele respectively.

The government of lakes state insured Peace Canal to tabled the resolutions before council of ministers and passed into law, implement it and owned cattle migration as one of the government policy of the state.

applauding the government of Lakes State under Hon.

Rin Tueny Mabor for restoring peace and maintaining rule of law;

exploring the possible ways and means to promote regional peace and stability through interstate conferences and dialogues.
