AGREEMENT ON THE INTERNATIONAL COMPONENT AND OF ACCOMPANIMENT TO THE PEACE DIALOGUES TABLE
The parties of the Peace Dialogues Table agree:
The permanent accompanying persons and guarantors shall perform their duties on the basis of an agreed invitation from the parties, acting in accordance with the principles of impartiality, objectivity, autonomy and confidentiality.
1. Permanent accompaniers:
• Mission to Support the Peace Process of the Organization of American States (MAPP/OEA)
• The Special Representative of the Secretary General of the United Nations.
• Colombian Episcopal Conference
• World Council of Churches
Functions of the Permanent Accompanying Persons:
1. Act as depositaries and witnesses to the agreements reached.
2. Make a permanent presence in the confidence-building mechanism and the Peace Dialogues Table.
3. Provide political and social support to the development of the Peace Dialogues Table and implementation of the agreements.
4. Make recommendations for the development of the agenda and the process at the request of both parties.
5. Contribute with their good offices in moments of crisis or controversy at the request of both parties.
6. Liase with other representatives of the international community to strengthen support for the Peace Dialogues Table and implementation of the agreements.
7. Participate in the Oversight, Monitoring and Verification Mechanism – MVMV- (the technical verification of the ceasefire corresponds to the Mission to Support the Peace Process of the Organisation of American States-MAPP/OEA and the Verification Mission of the United Nations in Colombia)
8. The Colombian Episcopal Conference and the World Council of Churches will carry out the oversight and the pastoral accompaniment.
9. Other responsibilities at the request of both parties upon acceptance.
2. Guarantors:
The following are invited as guarantors:
• Ireland
• Kingdom of Norway
• Swiss Confederation
• Bolivarian Republic of Venezuela
Regarding other guarantors that are under consultation, the committee will decide once sufficient information is available.
Functions of the guarantors:
3. Acting as depositaries and witnesses to the agreements reached.
4. Maintaining a permanent presence in the dialogue roundtable depending on availability.
5. Provide political support to the development of the Peace Dialogues Table and implementation of the agreements.
6. Make recommendations for the development of the agenda and the process at the request of both parties.
7. Promote compliance with what has been agreed between the parties
8. Protect the development of the Peace Dialogues Table.
9. If required by the parties, accompany the transfer of the delegations according to availability.
10. Maintain bilateral relations with both parties.
11. Contribute with their good offices in moments of crisis or controversy
12. Support the dialogue and implementation process and cooperate in technical and/or economic assistance in areas identified by the parties according to their capacities.
13. Liase with other representatives of the international community to strengthen support for the Peace Dialogues Table and implementation of the agreements.
14. Other responsibilities at the request of both parties upon acceptance.
