AGREEMENT III
AGREEMENT ON THE BASIC GUIDELINES FOR THE ELABORATION OF THE DIALOGUE AND PEACEBUILDING AGENDA
The delegations to the Peace Dialogue Table agree on a set of guidelines that will serve as the basis for the elaboration of the Peace Dialogue Agenda and the peace building process:
The parties contemplate a process of real and effective participation of the communities and society, which will be present in the construction of the peace agenda and as a topic of the agenda of national and territorial transformations.
The parties consider that the dialogue addresses national dimensions with local focus.
The parties will emphasise the territorialisation of the peacebuilding process, in a decentralised manner, without neglecting the transformations required at the national level.
The parties envisage a dialogue that includes elements of a social, economic, political, environmental, cultural, administrative and legal nature.
The parties recognise and will take into account the different approaches to population differences, ethnic, cultural, peasant, gender and generational.
The parties will work in search of immediately applicable agreements in which commitments are manifested with the participation of the communities.
The parties will present to the country a set of issues for the construction of a medium- and long-term agenda of substantive changes that may involve regulatory, institutional and budgetary adjustments.
The Peace Dialogues Table presents the following framework issues to take into account and facilitate a broad process of discussion with society:
Land, territory, environment, security, education, dispossession, sustainable development, local power, governance models, victims of the social and armed conflict, economies considered illicit today, ethnic and peasant territorialities, guarantees for the parties during and after the agreement, among others.
