AGREEMENT IV

GUIDELINES OF THE SPECIAL AGREEMENT FOR THE TRANSFORMATION OF TERRITORIES AND OVERCOMING DEPENDENCE ON ECONOMIES CONSIDERED ILLICIT

In the context of the agenda guidelines advanced by the Peace Dialogues Table, and considering that:

The methodology envisaged by the parties includes Immediate Implementation Agreements on issues that are agreed upon by the Peace Dialogue Table.

Taking into account the thematic advances and the progress made in the agreement of alternatives for territorial transformations, led by the Office of the High Commissioner for Peace of the National Government with the communities of the Cañón del Micay, and with the support of the National Planning Department.

Recognising that for the National Government it is fundamental to attend to territories that are being affected by the monodependence of economies that are today considered illicit, with the aim of making transformations in the perspective of peace-building, with social and environmental justice, and that this is only possible with broad community participation.

The Peace Dialogues Table identifies the need to move forward with a territorial transformation plan in the Cañón del Micay region, with effects that can be replicated in other areas.

With all the actors of society present there, through a design and methodology defined by the Peace Dialogues Table, which allows the design and initiation of its implementation in the short term, placing the protagonism of the communities at the centre.

For this reason, the parties agree:

1. Form a Working Group for territorial transformation, in accordance with the criteria and guidelines emanating from the Peace Dialogues Table.

The Working Group will begin its functions within a maximum period of 15 days.

The President of the Republic will designate a person for the coordination of this process.

2. The Working Group hereby established will have the mission of designing the Action Plan with the communities, and it will also draw up the chronograms, define those responsible, the timeframe, budgets and mechanisms for monitoring and evaluation.

3. The Working Group will take into account the agreements that the Office of the High Commissioner for Peace has been building with the communities and platforms in the region.

4. The Action Plan in this region will be nourished by international and national instruments on policies for the transformation of economies considered illicit today, but especially by the results of the agreements with the communities and the guidelines of the Peace Dialogues Table.
