PEACE DIALOGUES TABLE BETWEEN THE NATIONAL GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE CENTRAL GENERAL STAFF OF THE FARC-EP
SPECIAL AGREEMENT ON TERRITORIAL TRANSFORMATIONS IN CATATUMBO.
This agreement is based on what has been signed between the parties regarding territorial transformations and the first dialogue developed with the different communities that seek, in addition to listening, to have clear guidelines to establish routes that will lead, among others, to overcoming dependence on economies considered illicit, application of the minimum vital to face the hunger crisis contribute to the construction of Peace with social and environmental justice.
Summarised in the following points:
1. Support the Consultative Table between the Bari indigenous community and ASCAMCAT, with the accompaniment of ONIC and ANZORC, as well as the Ministry of Agriculture and the National Land Agency, in the aim of linking the greatest possible participation, attending to the provisos regarding Ruling T-052 of 2017.
2. It is recommended that the Peace Dialogues Table establishes an appropriate information procedure with the ELN Dialogue Table, in order to facilitate the transformation initiatives that will be developed in the different territories.
3. Articulate with indigenous peoples for the realisation of the projects to be implemented, in a way that respects their self-government and autonomy in the territory.
4. The Peace Dialogues Table will arrange executive meetings with the ministerial departments for the issues:
education, health, agriculture and roads.
In this respect, dates must be set for:
- Meeting with the National Planning Department.
Meetings with mayors and governor of Norte de Santander and spokespersons of social organisations, in order to manage training and assistance support for territorial planning and land management.
- Meeting with the ministry of Education, to address two points in particular:
(I) investment and (ii) National Roundtable of provisional Teachers in post-conflict territories.
- Meeting with INVIAS for tertiary roads and national roads, especially.
The "Ring for Peace".
- Support plans and projects for the reconversion of coca economies and agro-ecological productive transformation.
Support for experiences in the care of drug addiction and the prevention of psychotropic substance abuse.
- Meeting with the ministry of the Environment to address regional issues and establish a direct channel of communication to deal with information on the centres of deforestation and mining, and also to address the issue of the river basins in Catatumbo.
- Meeting with the Agrarian Bank, Finagro with farmers, departmental institutions and community leaders.
To address issue of individual credits, associative credits and industrialisation of the Countryside.
- Strengthening of the Sena by guaranteeing its headquarters and operations
5. Support the initiative to restore and strengthen the hospital in Barrancas while respecting in all moment the authorities of the Barí people in whose territory it is located.
6. Through the UN Verification Mission in Colombia, articulation with the UN's food sovereignty initiatives will be carried out.
And there will be collaboration to reach the beneficiaries in Catatumbo, Norte de Santander.
It is important to point out that priority will be given to municipalities with food crises.
7. Prioritisation of spaces for participation with communities to strengthen organisations, cooperativism and associativity.
8. Continue with the implementation of the regional social dialogues in Catatumbo and from there the lines and routes of transformations will be generated.
These dialogues will be held with the purpose of listening to the communities, but also in coordination with the institutional framework and the accompaniment of the MAPP and UN Mission.
9. Support pilot project for reforestation in municipalities of Antioquia.
Consider the municipalities of El Bagre, Anorí, Briceño, Valdivia, Yarumal, Segovia and Ituango.
10. Support the efforts of indigenous communities which process coca, cannabis and give them alternative uses, to develop meetings with the ministry of Justice, the DIAN and the lnvima in order to strengthen these economic initiatives.
