PROTOCOL I
PROTOCOL OF RULES AND COMMITMENTS FOR THE BILATERAL AND TEMPORAL CEASEFIRE OF A NATIONAL CHARACTER WITH TERRITORIAL IMPACT.
By virtue of the Agreement on Respect for the Civilian Population and the Bilateral, Temporary, Ceasefire of a National character with Territorial Impact (CFBTNT), signed between the National Government and the Central General Staff of the FARC-EP on 16 October 2023, the present protocol establishes the rules and commitments that the parties must comply with.
This protocol develops the rules that are the main core of the activity that the Oversight, Monitoring and Verification Mechanism (hereinafter Mechanism or MVMV) will have and that will be applicable to the parties that are in compliance with the CFBTNT Agreement.
These rules and commitments are framed within:
• Respect life in all its forms, nature in all its aspects and the rights and freedoms of the civilian population.
