The MVMV will be accompanied by the Catholic Church and the World Council of Churches in their ministerial work.
The Social Oversight of the Population, its Communities, and Grassroots Organizations, rooted in the territory as outlined in the Participation Protocol of the CFBTNT Agreement, will accompany and support the activities of the MVMV.

The National Government and the Central General Staff of the FARC-EP agree to establish an Oversight, Monitoring and Verification Mechanism -MVMV- (hereinafter the Mechanism) of technical character, which will be responsible for verifying compliance with the Agreement on Respect for the Civilian Population and the Bilateral and Temporary Ceasefire of National Character with Territorial impact (CFBTNT).

• The technical team: will be in charge of the functions of monitoring and verification and will be comprised of members of the National Government, the Central General Staff of the FARC-EP and the above-mentioned international component.

• The accompaniment team: will be comprised of the Catholic Church, the World Council of Churches and representatives of social organisations to be accredited by mutual agreement between the parties.

Instances of the Mechanism.

The Oversight, Monitoring and Verification Mechanism will be made up of three (03) instances, as follows:

one (01) National Instance, five (05) Regional Instance and the Local Instances, distributed throughout the national territory.

These instances may be located and adjusted in accordance with the Mechanism's requirements.

a. National instance.

The national level will be located in the city of Bogotá D.C., and will comprise five (05) representatives of the National Government appointed by the Ministry of Defence and the Office of the High Commissioner for Peace, five (5) representatives of the Central General Staff of the FARC-EP, the delegates of the United Nations Verification Mission in Colombia and the Head of the the Mission to Support the Peace Process in Colombia of the Organization of American States, one (1) representative of the Catholic Church appointed by its ecclesiastical authorities and one (01) representative of the World Council of Churches.

The technical component of the Mechanism at the national level will be in charge of the verification and resolution of disputes related to possible incidents and breaches that affect the Ceasefire, and will rely on the regional and local level for support.

The members of the national level may travel to wherever appropriate, present recommendations and generate specific reports with a view to resolving disputes and maintaining the Agreement.

The pronouncements of the Mechanism will be of the national instance, of a technical nature, agreed upon and delivered to the Peace Dialogues Table.

The national instance will be responsible for centralising the information coming from the regional and local bodies.

The representative of the international component agreed upon by the parties will be designated as the official spokesperson.

It will also present to the Peace Dialogues Table, on a monthly and quarterly basis and twenty (20) days before the end of the agreed Ceasefire period, reports on possible incidents reported by the parties that are in the verification stage or that have been assessed, along with the relevant recommendations.

b. Regional Instance

The regional instance will be located at 5 points of the national geography and will be composed of two (02) representatives designated by the Ministry of Defence (Military Forces and National Police), one (01) representative of the Office of the High Commissioner for Peace, two (2) representatives of the Central General Staff of the FARC-EP and two (t02) repæsantantes of the international component.

One (01) representative of the Catholic Church, one (01) representative of the World Council of Churches shall accompany them.

In addition to the above, the persons fulfilling the oversight function shall be accompaniers and will follow up the incidents and recommendations to the Mechanism in accordance with the Protocol for the Social Participation and Oversight of the Population, Communities and Organisations.

The social organisations and civil authorities will contribute.

The headquarters of the Regional Instance may be located and relocated in accordance with the recommendations of the Mechanism, with the aim of developing monitoring in an efficient manner.

The members of the Regional Instance may travel to wherever is appropriate, present recommendations, generate specific reports with a view to resolving disputes and maintaining the Agreement.

The Regional Instance will be responsible for centralising the information received from the Local Instance and will escalate serious incidents to the National Instance.

c. Local Instance.

The location of the local points will be determined jointly by the members of the MVMV.

This instance will be integrated by two (02) representatives designated by the Ministry of Defence (Military Forces and National Police), one (01) representative of the Office of the High Commissioner for Peace, two (02) representatives of the Central General Staff of the FARC-EP, and two (02) representatives of the international component.

One (01) representative of the Catholic Church, one (01) representative of the World Council of Churches shall accompany them.

In addition to the above, the persons fulfilling the oversight function shall be accompaniers and will follow up the incidents and recommendations to the Mechanism in accordance with the Protocol for the Social Participation and Oversight of the Population, Communities and Organisations.
