By virtue of Agreement I for the ‘Respect for the Civilian Population and the Implementation of the Bilateral and Temporary Ceasefire of National Character with Territorial Impact (CFBTNT) between the National Government of the Republic of Colombia and the Central General Staff of the FARC-EP, this protocol establishes the necessary communication measures to avoid incidents and armed contact between the Central General Staff of the FARC-EP and the Public Forces during the validity of the CFBTNT, with the aim of avoiding affecting the civil population.

2. The Public Force personnel appointed to form part of the local and regional levels of the MVMV will have a directory that will allow them to quickly identify the contact numbers for immediate and direct communication with the Operations Centres of the Military Forces or National Police, or with the Military and Police Commanders who have operational responsibility in the areas where the local Mechanism will be acting.
Armed forces
1. The Public Force, through FONDOPAZ, will provide its personnel designated to form part of the local, regional and national instances of the MVMV with the necessary equipment for voice and data transmission to facilitate positive, secure, permanent and uninterrupted communication 24 hours a day.
2. The Public Force personnel appointed to form part of the local and regional levels of the MVMV will have a directory that will allow them to quickly identify the contact numbers for immediate and direct communication with the Operations Centres of the Military Forces or National Police, or with the Military and Police Commanders who have operational responsibility in the areas where the local Mechanism will be acting.
15. The Public Force will develop the corresponding pedagogy for its personnel; in the same way, the Central General Staff of the FARC-EP will do the same for its members.
17. The present Protocol applies to the Public Force and all the Structures of the Central General Staff of the FARC-EP.

3. The Central General Staff of the FARC-EP will appoint the necessary representatives to the MVMV in its local and regional instances, with the necessary equipment for the transmission of voice and data to facilitate immediate and direct communication with the selected members in each of its structures, to attend to situations that may arise 24 hours a day, in the area where they are present and where the local Mechanism will operate.
5. The parties will determine, upon recommendation of the Technical Committee , the geographical areas in which the Central General Staff of the FARC-EP has presence and in which the local and regional MVMV will operate, always analysing and considering the differential security problems that arise in each one of the territories.
6. The areas proposed for the action of the local and regional MVMV, where the Central General Staff of the FARC-EP is present, will be presented by the Technical Committee to the Peace Dialogues Table (MDP) in a plenary session for the corresponding approval and to begin their implementation.
8. The Central General Staff of the FARC-EP ratifies its commitment not to remain or transit armed or in uniform in municipal capitals or on primary roads; this commitment extends to Populated centres where there is a permanent presence of the National Police, primary and secondary land routes.
When it is necessary, in exceptional circumstances, for members of the Central General Staff of the FARC-EP to pass through Population Centres where there is no National Police presence, the MVMV will be informed in advance for the corresponding coordination.
In the case of members of the Central General Staff of the FARC-EP who require medical attention in hospital centres and have outstanding arrest warrants, the necessary arrangements will be made in advance with the competent authority in accordance with the provisions of Law 2272 of 2022.
12. The members of the Central General Staff of the FARC-EP reserve their legitimate right of defence in the areas where they are present.
15. The Public Force will develop the corresponding pedagogy for its personnel; in the same way, the Central General Staff of the FARC-EP will do the same for its members.
The parties, including the international component, will contribute to the development of pedagogies by providing the corresponding logistical facilities to the representatives of the National Directorate of the FARC-EP Central General Staff to travel to the meeting places with their structures, in accordance with the Agreements, Protocols and regulations in force.
17. The present Protocol applies to the Public Force and all the Structures of the Central General Staff of the FARC-EP.
18. The parties agree to create a joint commission, which will include the international component of the MVMV, to analyse in the next cycle (V) alleged corruption (connivance and paramilitarism) and aspects related to the confrontations between organised armed groups operating outside the law.

10. The MVMV at national, regional and local levels will establish the procedure to be followed to report situations that require immediate attention, to prevent or mitigate incidents that may occur within the framework of the CFBTNT, or are considered possible violations of Agreements and Protocols signed between the parties.
11. When any structure of the Central General Staff of the FARC-EP comes into armed contact with another illegal armed actor, the MVMV, in accordance with its mandate, will carry out the necessary coordination to allow the confrontation to cease.
It should be borne in mind at all times that the initial intention of the MVMV is to develop preventive actions.
The National Government guarantees that the verification of the MVMV in the area of the confrontations will be carried out diligently and promptly, with clarity and without interference.
CAVEAT:
This commitment implies permanent evaluation and adjustments according to the dynamics of each territory.
13. The local and regional instances of the MVMV will keep a record of the coordination carried out, with which a confrontation was avoided, or a critical situation in progress was mitigated;
the National instance of the MVMV will periodically present to the MDP reports on possible incidents or violations to the CFBTNT, and will include the actions carried out that managed to prevent unwanted situations.

COMMUNICATION PROTOCOL TO AVOID INCIDENTS AND ARMED CONTACT BETWEEN THE FARC EP CENTRAL GENERAL STAFF AND THE PUBLIC FORCE DURING THE TERM OF THE BILATERAL AND TEMPORARY CEASEFIRE OF NATIONAL CHARACTER WITH TERRITORIAL IMPACT (CFBTNT)

By virtue of Agreement I for the ‘Respect for the Civilian Population and the Implementation of the Bilateral and Temporary Ceasefire of National Character with Territorial Impact (CFBTNT) between the National Government of the Republic of Colombia and the Central General Staff of the FARC-EP, this protocol establishes the necessary communication measures to avoid incidents and armed contact between the Central General Staff of the FARC-EP and the Public Forces during the validity of the CFBTNT, with the aim of avoiding affecting the civil population.

The parties will determine, upon recommendation of the Technical Committee , the geographical areas in which the Central General Staff of the FARC-EP has presence and in which the local and regional MVMV will operate, always analysing and considering the differential security problems that arise in each one of the territories.

In the same sense, it should present the work schedule to advance in the joint definition of the areas of action of the local and regional instances of the mechanism in the National territory.

6. The areas proposed for the action of the local and regional MVMV, where the Central General Staff of the FARC-EP is present, will be presented by the Technical Committee to the Peace Dialogues Table (MDP) in a plenary session for the corresponding approval and to begin their implementation.

7. The implementation of this protocol will be carried out progressively at a regional level, in the areas where the local MVMVV will act, following the recommendation of the Technical Committee, which will take into account the differential approach by region, its problems and particularities.

8. The Central General Staff of the FARC-EP ratifies its commitment not to remain or transit armed or in uniform in municipal capitals or on primary roads; this commitment extends to Populated centres where there is a permanent presence of the National Police, primary and secondary land routes.

When it is necessary, in exceptional circumstances, for members of the Central General Staff of the FARC-EP to pass through Population Centres where there is no National Police presence, the MVMV will be informed in advance for the corresponding coordination.

14. The present Protocol is conditional upon the designation of delegates and representatives of the parties to effectively integrate the MVMVs in their various instances.

15. The Public Force will develop the corresponding pedagogy for its personnel; in the same way, the Central General Staff of the FARC-EP will do the same for its members.

The parties, including the international component, will contribute to the development of pedagogies by providing the corresponding logistical facilities to the representatives of the National Directorate of the FARC-EP Central General Staff to travel to the meeting places with their structures, in accordance with the Agreements, Protocols and regulations in force.

16. The information requested or transmitted in the course of the present Protocol must not be used to gain a military advantage or mislead an adversary.

17. The present Protocol applies to the Public Force and all the Structures of the Central General Staff of the FARC-EP.

18. The parties agree to create a joint commission, which will include the international component of the MVMV, to analyse in the next cycle (V) alleged corruption (connivance and paramilitarism) and aspects related to the confrontations between organised armed groups operating outside the law.

19. This Protocol may be reviewed and amended as the parties deem appropriate.
