- Description
- A local civil-military dialogue which is part of structured local approaches to managing cycles of violence, improving trust and social cohesion between communities and the military. This agreement mainly addresses civil-military relations in KajoKeji county between the armed forces and communities. Substantively the agreement makes provisions for improved justice mechanisms and reporting of crimes through traditional and national laws, with references to disciplinary measures against military personnel committing acts of sexual violence or killing of civilians. Reinforced deployment of policing for crimes and support from local county and state authorities are also referenced. Additionally the agreement calls for land management, border delimitation dialogues ongoing in areas around the Ugandan border, with provisions for cattle management and pastoralist rights. The church, local peace committee, traditional leaders and the military are all described as having a duty to disseminate the agreement within society and to facilitate further civil-military dialogues.
