Description
A local civil-military dialogue which is part of structured local approaches to managing cycles of violence, improving trust and social cohesion between communities and the military. This agreement mainly addresses civil-military relations in KajoKeji county between the armed forces and communities. Substantively the agreement makes provisions for improved justice mechanisms and reporting of crimes through traditional and national laws, with references to disciplinary measures against military personnel committing acts of sexual violence or killing of civilians. Reinforced deployment of policing for crimes and support from local county and state authorities are also referenced. Additionally the agreement calls for land management, border delimitation dialogues ongoing in areas around the Ugandan border, with provisions for cattle management and pastoralist rights. The church, local peace committee, traditional leaders and the military are all described as having a duty to disseminate the agreement within society and to facilitate further civil-military dialogues.

Preamble

We the representative of the Community of KajoKeji and Ground Force, Battalion 2, KajoKeji Area, having deliberated on civil – Military relations and addressed our differences during a dialogue facilitated by Community Empowerment Progress Organization (CEPO)from Monday 3rd to Wednesday 5th April 2023 in KajoKeji town, do hereby agree on the following resolutions and recommendations

Resolution No. 1

The KajoKeji community and the Ground Force, Battalion 2, KajoKeji Area, have forgiven themselves on the civil – Military differences

Resolution No. 2

The KajoKeji community and the Ground Force, Battalion 2, KajoKeji Area, will live in harmony respecting one another as citizen with different responsibilities in accordance to the interim constitution of the Republic of South Sudan

Resolution No. 3

The Ground Force, Battalion 2, KajoKej Area, shall adhere to the SSPDF act in all their activities as shall protect the community without any harassmentand intimidation in accordance to the interim constitution of the Republic of South Sudan.

RECCOMMENDATION

1. The meeting recommended that there shall be a continues dialogue between The KajoKeji community and Ground Force, Battalion 2, KajoKeji Area

2. The meeting recommended that the Salaries of Army, organized forces and civil servantsbe increased.

3. The meeting recommended that the process of army unification be expedite to avoid un necessary creation of affiliated armed groups

4. The meeting recommended that the army should be supported with foot and other necessary service

5. The meeting recommendedthat the military and organized be provided with vehicles

6. The meeting recommended that matrix shall be developed by joint peace committee for the implementation of the agreement.
