- A local civil-military dialogue which is part of structured local approaches to managing cycles of violence, improving trust and social cohesion between communities and the military. This agreement mainly attempts to address violence and past acts of crime between civilians in Yei river county, setting out historical local grievances in the community. Preamble
Affirming that we cannot afford to return to mistrust among ourselves and has a moral obligation to restore security and state of stability and forge a path towards sustainable an everlasting peace Yei River county,
Recognizing the importance of Dialogue in helping us come to terms with the bequests of difference by promoting healing and reconciliation, uncovering the facts and circumstances of good coordination, helping repair the harms that have been done, and addressing freedom in the Yei,
Acknowledging the responsibilities of all the institution in Yei River County that it's their mandate to give service to the community as duty bearer,
Further noting the work of every institution in a different capacity being religious or organize force was to protect the civil population again to oversee and coordinate with the society effectiveness for peace,
Appreciating the three days dialogue which has come in right time to negotiate the issues affecting the people in sharing of information that hindered coordination and which creates mistrust on to be asserted,
Cognizant that this initiative in partnership with everyone and in collaboration with each other in this dialogue to address issues affecting both religious and organize forces in order to create a peaceful and conducive ground for rebuilding durable trust and peace.
KEY ISSUES/FINDINGS

co-ordination and trust amongst the different stakeholder (army, religious leaders, civilians and the local leader.
2. Dissemination of unverified security issues by the media houses, civilians, or unauthorized person.
3. Rebels staying together within the local population making it difficult to identify them by the security personnel.
4. Intimidation of civilians by men in uniform e.g. Extorting money at road blocks
5. Use of hate speech, tribalism, discrimination amongst different stakeholders i.e. civilians, military and religious institution.
6. Lack of proper reporting mechanism on security matters.
7. Hiding of related security information by civilians to security personnel.
8. Failure of different stakeholders in understanding their mandate and roles toward bring peace for peaceful co-existence.
9. Failure to follow and respect the rule of laws.
10. Lack of respect toward existing government structure, religious institution and civil population.
RESOLUTIONS
The participants in this Stakeholder dialogue, comprised of a diverse group of stakeholders representing Religious Institutions, Organized force, women's associations, youth associations, the Local Government administrators, and other stakeholders like the paramount chief, have deliberated and arrived at the following resolutions:
1. Stakeholders to build strong relationship, mutual understanding and co-operation.
2. Different stakeholders to respect each other's mandate and responsibilities
3. Strengthen existing mechanisms for identification and reporting of early warnings signals to address security threats in the community.
