- This agreement establishes a multi-donor fund to administer and implement resources from international donors and the Colombian State to support the ongoing peace process between the Government of Colombia and the ELN. The fund will operate according to UN standards of transparency and accountability, progressively financing activities agreed upon by the Peace Dialogue Table related to participation, ceasefire, humanitarian dynamics, critical areas, and education initiatives. The fund will be governed by steering and technical committees, will become operational within three months, and is valid for one year with the possibility of renewal depending on progress under the Mexico Agenda.

AGREEMENT ON THE CREATION OF A MULTI-DONOR FUND FOR THE PEACE PROCESS WITH THE ELN
The Government of the Republic of Colombia and the National Liberation Army (ELN) agree to the following:
1. In accordance with Agreement No. 21 signed during the fifth round of talks, it has been agreed to create a multi-donor fund to deepen, strengthen, and ensure the sustainability of the peace process currently underway.
2. The purpose of this fund will be to administer and implement resources from donors and the Colombian State allocated to the peace process with the ELN under the terms agreed upon in the Mexico Agenda, in accordance with United Nations standards of transparency, monitoring, auditing, and accountability.
3. The Fund may accept financial and technical resources from other donors.
The Peace Dialogue Table jointly invites countries, institutions, entities, and international organisations to use existing mechanisms to facilitate the immediate implementation of this Agreement.
4. The Fund will establish the terms of reference and operating manuals agreed upon with donor countries.
5. The Fund will progressively study, approve, and finance the activities agreed upon by the Peace Dialogue Table and those related to the agreements on:
Participation, Ceasefire, Humanitarian Dynamics, Critical Areas, and those related to the ELN's activities in compliance with the Agreements signed at the Table, such as those on Education and peacebuilding during the Ceasefire.
6. The Fund shall maintain fluid communication with the Peace Dialogue Table.
7. The Fund shall have a Steering Committee and a Technical Committee, which shall be regulated at a later date.
8. The Fund will be valid for one year, renewable by agreement of the Parties in the Fund's Steering Committee.
Its duration shall depend on the development of the Mexico Agenda.
9. The fund will be operational within three months of the signing of this Agreement.
