- This joint communiqué from the Peace Dialogue Table between the Colombian government and the 33rd Front (EMBF) of the FARC-EP reports on the preparation phase for a Temporary Location Zone (ZUT) in rural Tibú, Norte de Santander, established under Resolution 161 of 2025. Within the framework of the peace talks between the national government and the EMBF of the FARC-EP, and as part of the commitments arising from Resolution 161 of May 23, 2025, issued by the Presidency of the Republic, which established the creation of a Temporary Location Zone (ZUT) in the rural area of Tibú, Norte de Santander, for the members of the 33rd Front, we hereby inform you of the following:
1. During the preparation phase, we have identified the need to increase demining efforts in the designated area for ZUT and the surrounding areas to guarantee the necessary security conditions for the mobility of the community, public servants, international organisations, accompanying persons and guarantors, public forces, and members of the 33rd Front, as well as other activities that enable its proper functioning.
2. Once the preparation phase is completed, ensuring the safety conditions for the ZUT, the activities contemplated in Resolution 161 of 2025 will begin immediately.
3.
