Description
This agreement, signed on 20 November 2025 in Campo Hermoso (San Vicente del Caguán, Caquetá), is the fifth agreement of the seventh cycle of peace dialogue between the Colombian government and the FARC-EP dissident bloc (EMBF), focused specifically on electoral guarantees ahead of the 2026 elections. The EMBF commits not to interfere with the normal conduct of the elections and to report any electoral irregularities such as voter migration or vote buying through the government delegation to competent authorities. In turn, the government delegation undertakes to work with the National Civil Registry to establish mechanisms enabling rural citizens to exercise their right to vote and to promote adequate logistics, polling stations, and electoral transparency.

Within the framework of the seventh round of negotiations of the Peace Dialogue Table (MDP) between the National Government of the Republic of Colombia and the General Staff of the Blocs Commander Jorge Suárez Briceño, Magdalena Medio Commander Gentil Duarte and Frente Commander Raúl Reyes - FARC-EP, meeting in the Seventh Round of dialogues on 20 November 2025, in the presence of the International Community, the World Council of Churches and the Colombian Episcopal Conference, in the Campo Hermoso Inspection station, municipality of San Vicente del Caguán, in view of the 2026 elections, agrees:

1. The EMBF of the FARC-EP undertakes not to interfere and to respect the normal conduct of the 2026 elections.

2. In the event of irregularities in the elections (voter migration or vote buying, among other electoral offences), the EMBF of the FARC-EP will report these through the government delegation to the competent authorities.

3. The government delegation undertakes to work with the National Civil Registry to establish mechanisms enabling citizens in rural areas to exercise their right to vote, as well as to promote logistics, polling stations and electoral transparency with the relevant entities.
