- This fourth session of peace dialogues between the Colombian Government and the National Coordinator Bolivarian Army (CNEB) took place in La Hormiga, Putumayo, April 7-10, 2025. The agreement achieves three things: First, commitment to pilot programs for voluntary substitution of 30,000 hectares of coca cultivation (15,000 hectares each in Nariño and Putumayo departments) with community involvement and territorial transformations. Second, CNEB ratifies its commitment to respect international humanitarian law including not recruiting persons under 18, not using anti-personnel mines, respecting civilian population and property, and establishes a Human Rights and IHL Subcommission to facilitate safe return of displaced families from Jardines de Sucumbíos. Third, the delegations agreed to define a roadmap and timeline for a final peace agreement, establishing three new subcommissions on victims, political participation, and implementation/verification, building on previous subcommissions on justice, security, and territorial transformations.

4 OF THE PEACE DIALOGUE TABLE BETWEEN THE GOVERNMENT OF COLOMBIA AND THE NATIONAL COORDINATION OF THE BOLIVARIAN ARMY
In La Hormiga, the municipal capital of Valle de Guamuez, Putumayo, between 7 and 10 April 2025, delegations from the Government and the National Coordination of the Bolivarian Army met for the fourth session of the Peace Dialogue Table, with the following progress:
1. Humanitarian situation and measures adopted by the CNEB:
Having taken note of the Ombudsman's report on the impact on communities in the department of Putumayo, in response to the request from this entity, the CNEB reaffirms its commitment to respect IHL and full observance of human rights in the territories where it is present, as well as not recruiting boys, girls and adolescents (under 18 years of age) into its ranks, It does not use anti-personnel mines (APMs), respects the principle of distinction of the civilian population, respects civilian property, does not target, coerce or threaten communities, respects forms of self-government, and allows humanitarian access by medical mission and humanitarian aid personnel.
In response to the humanitarian agreement, the MDP forms the Subcommittee on Human Rights and IHL (Agreement No. 6), beginning within a period of no more than 30 days with the definition of a safe and dignified return route for families displaced by the confrontations that took place in the last days of April 2025 in Jardines de Sucumbíos, Nariño, in addition to verifying complaints and incidents on the ground in order to seek their resolution.
This commission will be made up of two facilitators, two government delegates, an observer from the Public Force and the Church as accompanists to the process, in coordination with the Comprehensive System for Victim Care and Reparation, with respect for the leadership and authorities of the affected communities, for which it will have the support of the Ombudsman's Office.
2. Territorial transformations and substitution of illicit economies: The delegations remain committed to implementing (Agreement No. 7) the pilot project for transition to licit economies covering 15,000 hectares in Nariño and 15,000 hectares in Putumayo used for illicit purposes.
Similarly, they recommend to the competent authorities of the national Government a course of action contained in document Annex 1, as well as to the communities, whom they call upon to become actively involved in the process.
3. Partial agreements and roadmap for the final agreement: the delegations also agreed to define a roadmap and timeline for the final agreement (Agreement No. 8), which would incorporate as partial agreements the commitments and progress made by the subcommittees established to develop the items on the thematic agenda.
Finally, the delegations confirm that the subcommittees will examine each item on the thematic agenda and it will be presented to the Roundtable for approval:
1. Territorial transformations and dismantling of illicit economies
2. Territorial security and restoration of peaceful coexistence
3. Victims as agents of social change
4. Resolution of the legal status of combatants
5. Political participation and territorial peace
6. Implementation and verification
4. Development of the thematic agenda:
It is decided to create:
a. Subcommittee on Victims as agents of social change
b. Subcommittee on Political participation and territorial peace
c. Subcommittee on Implementation and verification.
The delegations agree to draw up a protocol on the mandate for the participation of guarantor countries and accompanying entities.
The delegations agree to hold Session No.
5 in Llorente, a corregimiento (rural district) in the municipality of Tumaco, during the third week of May 2025.

At the fourth session of the Peace Dialogue Table, the subcommittee on territorial transformations, in accordance with point 1 of the Agenda on territorial transformations, proposes as a goal for the pilot project for the voluntary and concerted substitution of coca leaf crops, to be developed with the communities, 15,000 hectares in Putumayo and 15,000 hectares in Nariño, in two phases as follows:

a. Course of action
Likewise, in order to contribute to strengthening the social fabric, promoting legal economies, consolidating territorial peace, territorial transformations, and the concerted, voluntary, and gradual substitution of illicit crops, the following specific course of action is proposed, which takes into account territorial differences with diverse approaches in the departments of Putumayo and the Pacific Coast of Nariño:
Priority will be given to substitution processes identified through micro-targeting exercises led by the Directorate for the Substitution of Illicit Crops in the municipalities where this process will be carried out.
In relation to the department of Putumayo, initially in the municipality of Valle del Guamuez and others where a meeting with the communities will be held on dates to be determined, to identify territorial and social needs, under the leadership of the Directorate for the Substitution of Illicit Crops, the Peace Commission and the Sub-Commission for Territorial Transformations.
The methodology for this meeting is set out in the technical document of the sub-commission on territorial transformations.
In San Andrés de Tumaco and Roberto Payán, Nariño, the areas or polygons to be intervened within the substitution programme with a differential approach will be defined taking into account the diagnostic and micro-targeting exercises led by the DSCI and the communities socialised at the round table.
Similarly, the management of territorial transformations in these municipalities and in the other municipalities defined by the round table and the communities will continue.
As a result of meetings with the communities to be defined, technical community roundtables will be held, in which the Sub-Commission on Transformations will participate.
As a result of meetings with the communities to be defined, technical community roundtables will be held, in which the Transformation Subcommittee will participate, in order to provide follow-up with the territorial authorities and elected community leaders.
The outcome of these roundtables will be productive alternatives with their chain requirements and the parameters for enrolment in the DSCI's voluntary substitution programme.
This includes defining the productive lines to be established and strengthened, and the productive infrastructure necessary for the consolidation of new sustainable economies in areas where illicit crops are grown.
b. Institutions involved:
An inter-institutional technical roundtable will be formed to plan short- and medium-term actions, coordinating capacities and resources as agreed upon in the community technical roundtables, under the leadership of the Directorate for the Substitution of Illicit Crops, the Office of the Peace Commissioner, and the sub-commission on territorial transformations.
Similarly, the sub-commission recommends adopting the necessary measures to guarantee the integrity of the officials and institutional staff involved in the development of the commitments and action plan contained in this document.
It is directly suggested that the Government evaluate the following points:
1. The integrity of the territories.
2. The value of the payment table for the substitution of illicit crops.
3. The intervention of the polygons must be agreed upon with the communities.
4. Gradual and collective voluntary substitution with the communities must prevail.
The parties agree to President Gustavo Petro Urrego's call for the replacement of 30,000 hectares in the departments of Putumayo and Nariño, in Agreement No. 2 on territorial transformations with a differential approach and for the benefit of the communities.

FINAL DECLARATION
TABLE OF DIALOGUES FOR PEACE BETWEEN THE NATIONAL GOVERNMENT AND NATIONAL COORDINATION BOLIVARIAN ARMY
1. Gathered in La Hormiga, the municipal capital of Valle del Guamuez - Putamayo, the peace delegations continue to make progress in the search for a concerted solution to the situation of violence in the territories where the EB National Coordination is present.
Within the context of these dialogues, we have overcome numerous obstacles that have arisen over the past 10 months since the Roundtable was formally established in Caracas, Venezuela.
Among them was the arrest of Andrés Rojas, a representative member of the EB National Coordination delegation.
In this regard, we highlight the quarterly report of the United Nations Verification Mission in Colombia, which notes that, despite this, the delegations decided to continue these peace dialogues.
The Government delegation highlights the CNEB's decision in this regard.
As a conclusion of this fourth session, we mention three (3) significant advances in the peace dialogues:
- Firstly, the commitment to actively support and accompany pilot programmes for the voluntary substitution of illicit crops in the departments of Nariño and Putumayo, comprising 30,000 hectares, 15,000 in each department.
These programmes will be agreed between the national Government and the communities, and must form part of a comprehensive policy of territorial transformation that includes productive alternatives and the consolidation of sustainable economies.
The characteristics of the support that the Roundtable will provide to these programmes are described in the Recommendations document adopted in this session and which form part of the present declaration.
We highlight that these programmes will be in charge of the direction of Substitution of Illicit Crops in agreement with the communities of the territories in which these are implemented (See Annex 1).
The national Government delegation highlights the statement made by the delegation from the EB National Coordination, in the sense of considering the possibility that, in the context of the pilot programmes, members of that organisation could be involved in the transition to a definitive peace agreement.
Secondly, as a tangible demonstration of the Mesa's commitment to alleviating the humanitarian situation, the EB National Coordination reaffirms its willingness to respect IHL in actions such as the following:
not recruiting minors under the age of 18 into its ranks, not using anti-personnel mines (APMs), respecting civilian property, and facilitating access for medical missions for humanitarian care in areas under its influence.
For the national Government, these commitments, although insufficient, go in the right direction of effectively providing the indispensable humanitarian relief to communities on the path to a definitive peace agreement.
In concrete terms, a Subcommittee on Human Rights and IHL will be formed, which, within a period of no more than 30 days, with the support of the Ombudsman's Office, will support the safe and dignified return of displaced families following the attacks that took place in Sucumbíos, Nariño.
We note that the CNEB delegation states that it does not have in its custody eight (8) persons reported as missing, nor does it know their whereabouts following the fighting that took place in that territory.
- Thirdly, the delegations agreed to define a roadmap and a timeline for reaching a final agreement, a roadmap that must incorporate the partial agreements reached in each of the three subcommittees established to date (Justice, Security in the territories, Economic and social transformations).
They also agreed to form the following subcommittees:
Victims as agents of change, Participation and Territorial Peace, and Implementation and Verification.
The aforementioned aspects constitute concrete and tangible progress, measurable over time, regarding the will for peace that guides the agreements of the Roundtable.
Finally, it has been determined that the next cycle will take place in the corregimiento of Llorente, municipality of Tumaco-Nariño, during the third week of May 2025.
The delegations are grateful for the presence of representatives from the Guarantor Countries of the Kingdom of Norway and the Bolivarian Republic of Venezuela, and the guest country Switzerland, as well as from the United Nations Verification Mission, and highlight the special support of the Episcopal conference and the Parish of Our Lady of Perpetual Help, in La Hormiga.
