- This roadmap establishes a framework for co-constructing territorial peace in Nariño, Colombia, between the national government (under President Gustavo Petro) and the Front Southern Comuneros, an armed group active in ten municipalities. It is structured around three pillars — short-term de-escalation of violence, long-term territorial transformation, and medium-term transition of the armed group's members to full citizenship — with working groups under each pillar. The agreement is supported by the Episcopal Conference of Colombia, the Kingdom of the Netherlands, and the OAS peace mission (MAPP-OEA), and sets out a process of monthly in-person evaluations to maintain momentum.

Roadmap for the Co-Construction of Territorial Peace in Nariño
The ‘Instance for the Co-construction of Territorial Peace in Nariño’ in which representatives of the national government, officials from the Nariño governor's office, representatives of the Front Southern Comuneros, with the support of the Episcopal Conference of Colombia, the Kingdom of the Netherlands, and the Mission to Support the Peace Process of the Organisation of American States (MAPP-OEA), has defined a roadmap for short-, medium-, and long-term actions that will help guarantee the necessary transformations for the territory and the transition of the members of the Front Southern Comuneros to full citizenship.
This roadmap aims to end political violence and make substantial progress during the government of President Gustavo Petro, in a process of territorial transformation to rebuild the lives of the inhabitants of the ten municipalities where the Front Southern Comuneros has a presence and/or active influence:
Andes Sotomayor, La Llanada, Mallama, Santa Cruz de Guachavés, Guachucal, Cumbal, Samaniego, Providencia, Barbacoas and Ricaurte.
The roadmap consists of three pillars.
First, the de-escalation of violence in the short term.
Second, the implementation of sustainable territorial transformations in the long term.
Third, the transition of the Front Southern Comuneros to full citizenship in the medium term.
Each pillar has working groups that define and implement actions and oversee the development of the process.
Their actions are framed within a constant exercise of co-responsibility and honesty.
In these groups, representatives of the Government, representatives of the Front Southern Comuneros and, at different levels and times, national, departmental and municipal entities, as well as territorial authorities and organisations, will participate.
Some of the national government entities participating in the groups are:
Ministry of National Defence, Ministry of Health, Ministry of Mines and Energy, Ministry of Information Technology and Communications, Ministry of Agriculture and Rural Development, Ministry of Culture, Ministry of Transport, Directorate for the Substitution of Illicit Crops, Victims Unit, Presidential Council for National Reconciliation, National Planning Department, Colombian Institute of Family Welfare, Missing Persons Search Unit, Agency for Reintegration and Normalisation, and the Special Programmes Fund for Peace.
Among the departmental entities involved in these groups are:
the Secretariat for Peace and Human Rights, the Secretariat for the Environment, the Secretariat for Mines, and the Secretariat for Gender Equality and Inclusion.
The Departmental Peace Council and the Departmental Victims' Roundtable will also be invited to participate.
The mayor's offices, municipal peace councils, indigenous reserves, community councils, community action boards, and social organisations will play a fundamental role at the territorial level.
The working groups are as follows and will be publicly established between 15 and 16 August in Bogotá.
They will work simultaneously and continuously until they achieve their objectives.
The instance will meet in person every month to evaluate the impact of the actions, maintain the pace of the process for the co-construction of peace, and define the necessary adjustments to reach the planned horizon.
Axis I:
