Preamble:
This agreement is between Dinka Malual agro pastoralists of Northern Bahr el Ghazal State in the Republic of South Sudan and Rezeigat pastoralist of Eastern Darfur State in the Republic of the Sudan.
Appreciate the present of Rezeigat's Nazir and Dinka Malual Paramount Chiefs to this particular peace conference,
Mindful of our historical bonds, some ancestral linkages and independence for the benefit of peace and cooperation,
Reminded of our common border, shared resources, friendship and geographical proximity,
Necessitated by our mutual benefits, needs for water, pasture, trade and fishing services;
Encouraged by political will of the governments of the Republic of South Sudan and the Sudan to the peace conferences.
Acknowledged the generous, continued financial and technical assistance provided by UNDP, UNMISS, Coalition for Humanity, Sweden Sverige every year to these peace conferences and
Appreciate the strong coordination and support rendered by Ministry of Peace building, NBeGS and South Sudan Peace and Reconciliation Commission.
We, the undersigned are the Chiefs, community members, youth and women of both Dinka Malual and Rezeigat (DMR) delegates who met on 18th – 22nd March 2023 to discuss issues related to previous and upcoming seasonal cattle migration seasons, agreements, resolutions and recommendations.
During the discussions and deliberations, the delegates reviewed and deliberated previous pre and post migration pending resolutions and recommendations.
After lengthy discussions and deliberations, the two delegates came to agree on the following resolutions and recommendations for the upcoming seasonal cattle migration seasons as outlined below:

The Resolutions of the conference:
1. The migration period and movement of Rezeigat pastoralists from Eastern Darfur State to South Sudanese territories shall start from first week of February and they should return to their territories in the first week of June every year or depend upon the rainfall delay prior to their departure.
2. The Rezeigat pastoralists shall give three weeks' notice to the local authorities, Joint Border Peace Committees and Joint Courts.
3. Blood compensation for unintentional killing shall be 31 head of cattle, 28 cows/ heifers and 3 bulls.

To minimize cattle or animal's theft, any person who steals a cow, sheep, goat, donkey and etc. shall be arrested and forced to return the stolen animals or ordered to pay its equivalent in cash, and a fine with 100,000 (One hundred thousand South Sudanese Pounds or its equivalent in Sudanese Pounds).
He/she shall be jailed for 3 months' jail period.
19. The Joint Border Courts should be formed and empowered to resolve cases of theft and other emerging issues in the cattle migration corridors.
20. Any Dinka Malual or Rezeigat who commits crime in either Sudan or South Sudan shall be subject to the laws of their respective countries.
21. All the taxes collected from the Rezeigat herds shall be used for the development of respective host communities along the corridors.
22. Armed criminals along the migration corridors shall be dealt with by the respective governments where they commit crimes.
23. If the person is killed by the Dinka Malual or Rezeigat community member, the responsibility of the blood compensation lies on the shoulder of that community who's their community member commit murder.
24. The conference urged the government of Northern Bahr el Ghazal to regulate the movement of Falata pastoralists and distance them from the grazing corridors of the Dinka Malual and Rezeigat to avoid further confrontation.
25. The conference agreed to form a joint committee from the youth of the Dinka Malual and the Rezeigat comprise of 11 members (6 from Dinka Malual and 5 from the Rezeigat).

The Recommendations of the conference:
1. Government and Peace Partners should provide transport and communication means to Joint Border Peace Committees to ease peace activities.
2. Dinka Malual and Rezeigat communities unanimously agreed to solve the criminal issues amicably.
3. Peace partners should establish radio stations to easy information and educate the two border communities in peace building and conflict mitigation.
4. The conference appeal to the two governments of Sudan and South Sudan governments and Peace Partners to construct a road linking Northern Bahr el Ghazal and Eastern Darfur States to improve the movement of goods and people.
5. The Delegations agreed to request Governments and peace partners to provide clean drinking water points along the migration routes and business corridors.
6. The Delegates appeal to the peace partners and governments of the Sudan and South Sudan to organize peace conference between Dinka Malual and Rezeigat women within 2023.
7. The delegates urge the communities of Dinka Malual and Rezeigat to protect environment from erosion and deforestation.
