Description
Local community led peace conference to resolve local conflict between the Wedwiel community in Northern Bahr El Ghazal in South Sudan and refugees from Sudan settling in a camp in the state. Substantively the agreement addresses key issues around violence and land management between the two groups. Importantly there are provisions addressing sexual and gender based violence. Other inter-communal triggers are addressed including hate speech and destruction of property. The agreement also has a set of action points which appear to be supported by the signing third party witnesses.

Further reaffirm, building the truth between the two communities is the key to foster our relationship, peace and development in Wedwiel and entire Aweil West County.

Recall, the official opening of the Wedwiel Host Community and Refugees held at South Sudan Hotel, Nyamlel which the Aweil West County Executive Director of the State Government of Northern Bahr El Ghazal gave the assurances "of the full support of his Government as we forge ahead in the quest for mutually agreed solutions to the problems that face us as people and that no number of soldiers, armed policemen can enthrone peace (...) Peace is achieved only when the people themselves, in all sincerity of purpose opt for peace and work diligently towards its achievements".

Commends, the practical measures that have been taken by the Northern Bahr El Ghazal State Government to interpret conflict resolution and noting the need to anchor it to the change agenda:

Recognizes, there are some measures consider as shortcomings, in conflict prevention and resolution which are aggravated by shortages of facilities and resources.

Welcomes, the growing partnerships between Northern Bahr El Ghazal State Government, civil society and faith-based organizations;

PREAMBLE:

We, the parties to this Declaration are:

State & County Authorities, local chiefs, Host communities, Women and Youth leaders, Commission for Refugees Affairs, CSOs and respected opinion leaders and elders brought together by the Concordis International with our consent, We the stakeholders to this declaration believe that violence can cause deaths, injuries, loss of property, trauma, widows and orphans, poverty and massive displacements.

The stakeholders in this Declaration are convinced that a necessary condition for establishing lasting peace in our county is the resort to dialogue to resolve conflicts.

This Declaration covers content from the Host communities and Refugees who attended the Peace Conference in Nyamlel including challenges, declarations and action points.

Convinced, that without peace, Wedwiel Payam, cannot consolidate unity and promote peace and development;

1. The conference recommended the Ministry of Peace Building and Concordis International to conduct peace dialogues between the Host Communities and Refugees in Settlement Camp in Wedwiel.

2. The delegates to the conference recommended that, State Government should involve the host community when conducting meetings with the Refugees in Wedwiel.

3. The delegates to the peace conference recommended that trainings / workshops on Conflict resolutions and mitigation should be conducted between the two communities.

4. The host community and the Refugees appealed to the peace partners and ministry of agriculture to provide farming tools and seeds for farming during the rainy seasons.

5. The Refugees and the host community urged peace partners to construct health facility to provide medical care in Wedwiel.

6. The Host communities and Refugees urged the Peace Partners to ensure trees plantation in Wedwiel.

7. The Refugees urged the UN agencies to consider vulnerable people from the host community when providing services to refugees in Wedwiel Settlement Camp.

8. The delegates urged the police in Wedwiel camp to take full responsibility in managing criminal activities.

9. The delegates to the conference urged Peace Partners to provide employment opportunities to the youth of the Host community in Wedwiel.

10. The delegates to the conference request more days for upcoming Peace conferences to have enough time to discuss their burning issues.

11. The delegates urged the Peace Partners to conduct Peace conferences twice a year to review signed declarations, recommendations and action points.

12. The delegates to the conference urged the Government to establish Police Community in Wedwiel.

13. The conference recommends Refugees to establish their own committee to resolve their own issues among themselves.
