This agreement, signed at the Inda Zabaleta Indigenous Reserve in Tumaco, Nariño, during the fifth cycle of peace talks between the Colombian government and the CNEB, establishes the creation of Comprehensive Training and Temporary Location Zones in Roberto Payán (Nariño) and areas in Putumayo for 120 CNEB combatants to begin their transition to civilian life, including disarmament, training, and integration into illicit crop substitution programmes. The agreement also commits both parties to coordinated humanitarian demining with the Public Force and to supervised delivery of war material by the CNEB, under international monitoring and verification. It additionally authorises CNEB delegate Andrés Rojas to participate in territorial transformation programme design in Putumayo, with the government pledging to facilitate his participation in installation ceremonies.
