In this sense, reintegration promotes peaceful coexistence and reconciliation in the territories where it is implemented.
1. Commitments of the National Government
The National Government, through the Agency for Reincorporation and Normalisation (ARN), undertakes the design, development, and implementation of the Comprehensive Reintegration Programme for Peace and Territorial Transformation, aimed at members of Comuneros del Sur who begin their transition towards civilian life and full citizenship.
The programme shall apply to the following members of the Comuneros del Sur:
(1) adult combatants;
(2) individuals who do not participate directly in combat but belong to Comuneros del Sur in other capacities, such as logistical, political, and social matters; and
(3) former combatants with disabilities and chronic illnesses.
Comuneros del Sur shall certify their members.
The benefits of the Reintegration Programme may also apply to individuals other than those mentioned, as long as a connection with Comuneros del Sur is proven.
The Programme must include specific components in the following areas: education, comprehensive health, psychosocial and community well-being, support for access to housing, economic benefits, employability and dignified and sustainable labour inclusion, as well as support in the formulation, implementation, and sustainability of productive projects.
Likewise, support shall be guaranteed for the full exercise of the political rights of reintegrated members.
