Basic Ideas for developing the first point of the New Dialogue Agenda:

society’s participation in peacebuilding

Based on the New Agenda for Peace Dialogues between the Government of the Republic of Colombia and the National Liberation Army (ELN), we declare the beginning of the first point of the new agenda, “Society’s Participation in Peacebuilding”, based on the presentation of some preliminary ideas to guide this work.

The deliberations that will take place in the third cycle will be based on the principle of building on what has been built;

in this sense, they will revisit the proposals expressed in the Preparatory Hearings held virtually between October 30 and November 16, 2017, in Tocancipá, Bogotá.

They will also reflect the progress contained in the agreement on the Foundations of participation reached in June 2018 at the Dialogue Table between the Colombian government and the ELN.

Participation, as outlined in the New Agenda, will be at the heart of this peace process and will work to establish a diagnosis of the country’s democratic problems and, based on this, formulate the basic transformations for peace and the changes that are required.
