Description
This agreement concludes the first phase of designing civil society's participation in Colombia's peace process between the Government and the ELN. It establishes the National Participation Network (NPN) as a coordinating body following 53 participation meetings involving 4,400 delegates from 2,185 civil society organizations. The parties commit to systematizing results, completing the National Plan and participation model, and launching a nationwide dissemination campaign by April 2024.

To complete the design of participation, we have agreed on the following:
1. To conclude the phase of sectoral and territorial participation design meetings, systematise their results, draw up the National Plan, the model and recommendations for participation, and present them in a public event to be held in April 2024.
2. To establish the National Participation Network (NPN) as a coordinating body for the sectoral and territorial networks that have emerged from the various meetings held.
3. To entrust the NPN with the promotion of society’s participation in all procedures and components of the peace process between the Government and the ELN.
4. To prepare the groundwork for the broadest dissemination and education campaign of the National Participation Plan throughout the country.

Declaration and Agreement on the Participation Design Process

At the conclusion of the first phase of designing society’s participation in the construction of peace, the Government of the Republic of Colombia and the Ejercito de Liberación Nacional-ELN, acknowledge the initial progress and concrete results achieved in this task.

An intense cumulative process has been set in motion, extending from the Dialogue Table for Peace to the territories, with a permanent expansion of its scope, and also from the sectoral and territorial agreements towards the National Agreement.

In this way, in addition to the creation of the National Participation Committee and its five working commissions, 53 meetings have been held to date, with the participation of 4,400 delegates representing 2,185 organisations and expressions of civil society.

We emphasise that this deliberation by society has been carried out with the Dialogue Table for Peace showing rigorous respect for the independence and autonomy of the social organisations, expressions, and institutions convened.

To complete the design of participation, we have agreed on the following:

1. To conclude the phase of sectoral and territorial participation design meetings, systematise their results, draw up the National Plan, the model and recommendations for participation, and present them in a public event to be held in April 2024.

2. To establish the National Participation Network (NPN) as a coordinating body for the sectoral and territorial networks that have emerged from the various meetings held.
