Colombian Conflict (1964 - )
The Colombian conflict is really a set of conflicts and the peace agreements reflect both different processes relating to different conflict groups and dyads, and processes taking place at different times in a complex peace process history. The Colombian civil war has its roots in the late 1940s and the violent infighting between liberal and the conservative factions. Emerging from the liberal tradition with a thorough grounding in nationalist communist ideology, the Revolutionary Armed Forces of Colombia—People's Army (FARC) began its armed insurrection against the Colombian government in 1964. Other left-wing guerrillas emerged as well, most notably the socialist/populist M-19, which would later be integrated into the formal political system in the peace process of 1990s; the National Liberation Army (ELN), which has strong roots in liberation theology, and the Maoist Ejército Popular de Liberación (EPL) (also part of the 1990 process, less successfully). Several stages of peace processes were undertaken by the various sides, which were further complicated by the emergence of right-wing paramilitary ‘self-defence’ forces. The peace agreement between the Colombian government under President Uribe and the main alliance of the paramilitary groups, the United Self-Defence Forces of Colombia (AUC), concluded in 2005 and is still heavily disputed as several remnants are still active, but now subsumed under the heading ‘Bacrim’ (Bandas criminales). In addition, FARC and ELN maintain a military presence, but both demonstrate a strong interest in completing successful peace negotiations with the government, with the most recent agreements being between FARC and the Government.

The National Government of Colombia and the Coordinadora Nacional Ejército Bolivariano (CNEB) reaffirm their commitment to building a sustainable and transformative total peace in the territories where the CNEB is present.

Both delegations express their willingness to advance towards the de-escalation of the armed conflict in these territories, based on Agreement No. 2, the transition to full citizenship for members of the CNEB, and the creation of conditions enabling the development of territorial transformations.

As a confidence-building measure, the present agreement is signed, establishing general rules for the handover and destruction of war material to be carried out within the framework of the Peace Dialogue Table, whose operational implementation is governed by the Protocol on the Process of Destruction of War Material.

• The delegations agree to hold a ceremonial event for the handover, verification, and destruction of war material, to which the President of the Republic shall be invited.

4.2. Commitments of the CNEB

• Provide the Mission to Support the Peace Process in Colombia of the Organization of American States (MAPP-OAS) and the National Government with an inventory recording the quantity, location, type, and characteristics of the war material, in accordance with the provisions of the Protocol on the Process of Destruction of War Material.

• Collect and place the war material in the agreed area under the terms set out in the Protocol on the Process of Destruction of War Material.

The collection, handling, and placement of the war material shall be the responsibility of the CNEB.

• The CNEB undertakes that the members present in the process of delivery and verification of war material be representative members with arrest warrants suspended in force and previously recognized by presidential resolution.

They shall not be armed or wear uniforms or insignia reserved for the exclusive use of the Public Force during the process.

• Refrain from interfering with the access of the Public Force’s technical and operational teams to the area where the destruction of war material is to take place.

• CNEB reaffirm its commitment of non-aggression towards the Public Force and shall order its structures to suspend offensive actions, in order to facilitate the verification and destruction process of war material.

4.3. Commitments of the National Government

• The National Government shall undertake the necessary coordination to ensure the protection and security of the process of reception and verification of the war material to be handed over by the CNEB to the National Government.

• The National Government commits to destroying, under safe conditions, the war material handed over by the CNEB, once it has been verified.

• The National Government shall facilitate measures allowing the temporary, limited, and targeted suspension of offensive military operations and special police operations for the process of location and verification of the war material.

• The National Government shall guarantee the physical and legal security of the representatives participating in the process of location, verification, and destruction of the war material.

• It shall guarantee engagement with local communities in cases where the process of location, verification, and destruction overlaps with their territories.

4.4. Commitments of the Mission to Support the Peace Process in Colombia of the Organization of American States (MAPP-OAS):

The Mission to Support the Peace Process in Colombia of the Organization of American States (MAPP-OAS) shall limit its role to accompanying the process of reception and verification of the war material to be handed over by the CNEB to the National Government, without participating in its transfer, handling, or organisation.

Once the process has concluded, the delegations request that the MAPP-OAS present a confidential report to the Table on the process of accompanying the reception and destruction of the war material handed over, and this shall be mentioned in its biannual reports.

• Technical records:

Formal documents recording the phases of the process (handover, verification, destruction), signed by the delegations and international observers (Guarantors and accompanying entities).

• Technical destruction:

A specialised and controlled procedure for dismantling war material.

• Roadmap:

An operational instrument detailing the conditions and logistical and technical aspects for each specific handover of war material.

• War material:

A set of explosive devices, munitions, improvised devices, unconventional warfare components, and other devices with destructive capacity or ballistic risk, whose handling or continued presence poses a danger to communities and the environment.

• Unified Command Post (UCP): An inter-institutional operational coordination body that supervises each phase of the handover and destruction of war material.
