 The national government, via the High Commissioner for Peace, will make the respective
 arrangements with the civil and military authorities to ensure the full presence of the
 state in the area in which ERG was operating.

 The whole agreement provides for the demobilization and re-integration of the members of the Guevarista Revolutionary Army. For this purpose, a Temporary Concentration Zone for the concentration, demobilisation and disarmament of ERG members shall be established with the duration of one month. The demobilized rebels will receive the benefits set out in the Programme for the Reincorporation into Civil Life of the Office of the President of the Republic. The presence of state authorities and the peaceful development of the area where the ERG was operating shall be ensured.

AGREEMENT BETWEEN THE NATIONAL GOVERNMENT AND THE GUEVARISTA
REVOLUTIONARY ARMY

The High Commissioner for Peace, Luis Carlos Restrepo Ramírez, representing the national
government, and Lizardo Sánchez Caro and Efraín Sánchez Caro, as representative members
of the Guevarista Revolutionary Army (Ejército Revolucionario Guevarista, ERG), recognised
by Presidential Resolution No.
262, 2008, have reached the following agreement:
1. All ERG members undertake to demobilise, surrender their arms and re-join civil life.
2. The process will take place in the framework of Laws 1,106 (2006) and 975 (2005).
The
demobilised members who give their consent and members of the organisation who are
deprived of liberty when demobilisation takes place will be submitted to the Law for
Justice and Peace by the national government.
3. The national government assumes logistic and operational responsibility for
implementing the Temporary Concentration Zone for the concentration, demobilisation
and disarmament of ERG members.
4. Demobilised ERG members will receive the benefits set out in the Programme for the
Reincorporation into Civil Life of the Office of the President of the Republic.
5. The national government, via the High Commissioner for Peace, will make the respective
arrangements with the civil and military authorities to ensure the full presence of the
state in the area in which ERG was operating.
6. The national government, via the High Commissioner for Peace, will conduct an
evaluation with the communities in the area where the concentration and
demobilisation takes place to prioritise state resources to ensure the peaceful
development of the region.
7. The Temporary Concentration Zone will be established in Alto Guaduas in the
municipality of Carmen de Atrato in the department of Chocó.
The zone will have a
duration of one month from the date on which the respective resolution is issued.
8. The dialogue process, signing of agreements, disarmament and demobilisation of ERG
will be carried out with full transparency and the public will be kept informed.
