Representatives of the Colombian government and FARC-EP held an extraordinary meeting to discuss the continuation of talks, after a violent incident which prompted the central government to suspend the ceasefire reached with Estado Mayor Central (EMC, a group of FARC dissidents) in the San Jose del Guaviare talks (Cycle IV). The Government and FARC-EP agreed to continue their talks and plan their fifth cycle.

PEACE DIALOGUES TABLE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE CENTRAL GENERAL STAFF OF THE FARC-EP

Communiqué of the Extraordinary Meeting

San Vicente del Caguán, 5 April 2024

The delegations of the National Government and the Central General Staff of the FARC-EP held an extraordinary meeting on days 4 and 6 of April to evaluate the critical situations that have arisen after the Cycle 4 that took place in San José del Guaviare.

We have analysed the difficulties of the ceasefire, related to the partial suspension decree and the challenges for strict compliance with the agreements and protocols on the ceasefire and respect for the population.

We also addressed the situation of the Dialogue Table and the agendas of territorial transformation and of Partial Agreements.

According to the evaluations carried out, it was agreed to continue the dialogues and reiterate the commitments acquired since the installation of the roundtable on 16 October 2023, and in the previous talks.

Decisions were taken to strengthen the National Oversight, Monitoring and Verification Mechanism, the regional ones already in place and the local ones.

Plans were also drawn up to put into motion the special agreements for territorial transformation in areas of Caquetá, Guaviare, Meta, Putumayo, Norte de Santander, Sur de Bolívar, and Norte de Antioquia.

Special attention was given to the organisation of the sessions scheduled for the days 8 and 9 of April in San Vicente del Caguán, with communities and representatives of entities at the national, departmental, and local levels.

The Peace Dialogue Table considers of the utmost importance the call for social and institutional participation for territorial and national transformation and the pursuit of peace with social and environmental justice.

This path requires keeping the routes of dialogue and search for the de-escalation of violence open at all times.

In cycle 5, planned for the end of May 2024, progress in the implementation of the partial agreements will be evaluated, the treatment of critical situations in the process and initiatives that interrelate with all aspects of the Total Peace, with social and environmental justice and mobilisation, issues on the agenda of dialogue of the Round Table and of the society for peace.

The delegations are grateful for the facilitation and support of the international component formed by the special representative of the United Nations in Colombia, the Mission to Support the Peace Process of the Organization of American States (MAPP-OAS), and the accompaniment of the Episcopal Conference in Colombia and the World Council of Churches, as well as the participation of the representatives of the Guarantor Countries, Ireland, Norway, Switzerland, Venezuela, and the ambassador of the European Union in Colombia, who expressed their determination to continue accompanying the work of the Peace Dialogues Table.

This document commits the government delegation and the structures represented by the signatories in the case of the Central General Staff of the FARC-EP and also the Front Carolina Ramírez of Putumayo.
