Colombian Conflict (1964 - )
The Colombian conflict is really a set of conflicts and the peace agreements reflect both different processes relating to different conflict groups and dyads, and processes taking place at different times in a complex peace process history. The Colombian civil war has its roots in the late 1940s and the violent infighting between liberal and the conservative factions. Emerging from the liberal tradition with a thorough grounding in nationalist communist ideology, the Revolutionary Armed Forces of Colombia—People's Army (FARC) began its armed insurrection against the Colombian government in 1964. Other left-wing guerrillas emerged as well, most notably the socialist/populist M-19, which would later be integrated into the formal political system in the peace process of 1990s; the National Liberation Army (ELN), which has strong roots in liberation theology, and the Maoist Ejército Popular de Liberación (EPL) (also part of the 1990 process, less successfully). Several stages of peace processes were undertaken by the various sides, which were further complicated by the emergence of right-wing paramilitary ‘self-defence’ forces. The peace agreement between the Colombian government under President Uribe and the main alliance of the paramilitary groups, the United Self-Defence Forces of Colombia (AUC), concluded in 2005 and is still heavily disputed as several remnants are still active, but now subsumed under the heading ‘Bacrim’ (Bandas criminales). In addition, FARC and ELN maintain a military presence, but both demonstrate a strong interest in completing successful peace negotiations with the government, with the most recent agreements being between FARC and the Government.

This Committee, like the others foreseen in the MDP regulations, does not have the autonomy to approve Agreements and will be headed by delegates of the parties and will rely on the technical and logistical support of the Office of the Peace Commissioner Advisor.

The main purpose of the events promoted by the MDP will be the construction of the contents of the Thematic Agenda, Agreements and, in general, listening and dialogue in a pluralistic and inclusive manner with the communities, social organisations and with the participation of public entities.

a. Prior to each proposed event, the MDP coordinators will hold a dialogue, preferably in person, to define the precise location of the event, the topics to be addressed, the scope of the call, the number of people attending, and the time and resources needed to carry it out.
For the above, the territorial entities and authorities of the region where the event is proposed to be held should also be convened.
b. The call will be made with the criterion of representative participation and with the aim that the events have a contributive and not merely deliberative character.

All persons and representatives of the different sectors of civil society will have a voice in the spaces for participation in the MDP. Grassroots social organisations, victims of the conflict, indigenous peoples, communities of black, Afro-Colombian, Afro-Colombian, Raizal, Palenquero, Rrom, peasant, women, youth, entrepreneurs, churches, representatives of political parties, academics, peace signatories, other community organisations and other groups with special constitutional protection will participate in a special way.

social, citizen and community oversight of the peace talks is exercised as practices of citizen control of the MDP and its mechanisms, from organisations, groups or individual actions, aimed at promoting compliance with the Agreements, Protocols and Commitments.

This social, citizen and community oversight can be carried out at the national, regional and local levels, in relation to each of the dimensions of the commitments.

Oversight can be exercised by different types of social or civil organisations and/or groups organised to influence the process led by the MDP.

The feedback or response to the contributions of the monitoring and the demand for compliance with the commitments made by the social watchdog will be carried out when pertinent in the scenarios of participation and pedagogy promoted by the MDP.

The social, citizen and community oversight will have the characteristics of autonomy in its organisation, operation, sustainability and independence with respect to the parties.

6. Social Oversight in the Oversight, Monitoring and Verification Mechanism (MVMV): in accordance with the definitions of the Peace Dialogue Table, the MVMV follows the methodologies of the standard operating procedure (PON) to interact with the Ceasefire Oversight exercised by the population, its communities and organisations, and by responding to their warnings and recommendations.

Participation methodology for the construction of the thematic Agenda of the Agreement.

In accordance with the Agreement on the Construction of the Agenda for Peace, signed in Cycle V, the following thematic axes are defined:

Axis 1. Territorial transformations and immediately applicable agreements.

Axis 2. Lands and territory.

Axis 3. Environmental peace.

Axis 4. Political issues, corruption and culture of peace.

Axis 5. Economic, labour and social issues.

Axis 6. Rights of all vulnerable populations and those of special protection.

Axis 7. Models of justice and victims' rights.

Axis 8. Conflict, security and arms.

Axis 9. Guarantees for the parties after the agreement.

Axis 10. Normative frameworks and international relations for peace.

In the process of constructing the contents of the Thematic Agenda and the Special Territorial Transformation Agreements, the following methodological guidelines will be used, in addition to observance of the agreements and protocols signed at the Roundtable:

1. Events.

The methodology for the construction of the contents of the thematic Agenda will include the development of local, regional and national events.

These may be forums, assemblies and meetings that bring together diverse knowledge systems based on the identification and nominal convocation of people, organisations, representatives of academic, productive and business sectors, public entities and centres of thought, that can contribute, complement and expand on the themes that have been previously agreed upon by the MDP.

2. Previous contributions in each theme

Written or audiovisual contributions on each of the thematic axes and sub-themes will be received at social dialogue events, thematic events and through virtual media.

These will be consolidated by the Plural Technical Secretariat and the MDP Thematic Commission.

Each delegation to the MDP will provide inputs for each theme, taking into account consultation processes and work with specialists.

All documents will be made available to interested individuals on a portal exclusively dedicated to thematic documentation, which will be managed by the Plural Technical Secretariat and the communication officers designated to the MDP by each delegation.

3. Timetable and simultaneity.

The timetable adopted for the construction of the texts of the Agreement in each thematic area assumes simultaneity in the progress of participation.

Before each event, adequate preparation must be made by providing the people, organisations and entities convened by the MDP with documentation and information to guide and facilitate the relevant contribution.

4. Special Meetings

To advance consensus building on the MDP, the following will be held:

• Special sessions or meetings with experts and consultants.

• Seminars or workshops in collaboration with guarantor and accompanying countries.

• Visits to significant experiences.

• Specialized forums with think tanks.

• Ancestral rituals of indigenous peoples.

• Spaces for diverse forms of knowledge and community practices.

5. Thematic Committee

The MDP will appoint a Thematic Committee to manage the participatory process and consolidate inputs.

This Committee, like the others foreseen in the MDP regulations, does not have the autonomy to approve Agreements and will be headed by delegates of the parties and will rely on the technical and logistical support of the Office of the Peace Commissioner Advisor.

However, it will be able to contribute to the identification and recommendation of criteria that contribute to the implementation of the Agreements in the thematic Axes.

In each Cycle and in special sessions, the MDP will consider the progress made on the issues and will record in minutes the consensus reached between the parties.

Consensus and dissenting formulations should be included here.

An agreed text is understood to be that which has the signatures of both delegations and is adopted in plenary.

Similarly, a summary will be made of the disagreements and of the activities to seek rapprochement on the key issues on which differences persist.

The information gathered in the Peace Process will be systematised by the Technical Secretariat appointed by the MDP, which will work in coordination with the Thematic Committee.

Each delegation will receive copies of this information, and the Office of the Peace Commissioner Adviser and the Accompaniers will be responsible for its safekeeping.

Methodology of participation in the Dialogues Table events.

The main purpose of the events promoted by the MDP will be the construction of the contents of the Thematic Agenda, Agreements and, in general, listening and dialogue in a pluralistic and inclusive manner with the communities, social organisations and with the participation of public entities.

In this sense, the following minimum methodological requirements are proposed:

a. Prior to each proposed event, the MDP coordinators will hold a dialogue, preferably in person, to define the precise location of the event, the topics to be addressed, the scope of the call, the number of people attending, and the time and resources needed to carry it out.

For the above, the territorial entities and authorities of the region where the event is proposed to be held should also be convened.

b. The call will be made with the criterion of representative participation and with the aim that the events have a contributive and not merely deliberative character.

To this end, the parties in the MDP will make their respective proposals of relevant actors to be invited according to their experience and previous knowledge of the area, for which they may rely on the information provided by local organisations and territorial authorities.

c. In order to guarantee ethnic, peasant, women's groups and LGBTIQ+ people's participation, the initial step will be to identify representatives of organisations, peasant, indigenous, Afro-descendant, Raizal, Rrom and Palenquero communities present in each zone.

An invitation will be issued ahead of time, thus ensuring their participation in the events and their return to their respective territories.

Delegates may be appointed by resguardos, communities, community councils, among other territorial authorities, as well as peasant reserve zones and peasant agro-food territories, to represent them at the events.

d. The topics to be addressed at each event should be communicated and detailed in advance to the invited organisations and communities, so that they have enough opportunity to prepare the necessary inputs (consolidation of proposals, communiqués and petitions).

e. The pedagogical activities consist of workshops, seminars, gatherings and other activities aimed at raising awareness and promoting a culture of peace and at pedagogically socialising the progress and achievements of the MDP, in accordance with the Protocol on Pedagogy signed at the Roundtable.

Methodology for participation in the Inter-institutional and Community Commissions, and other forms of coordination.

The MDP may set up Inter-institutional and Community Commissions, and other forms of coordination, whose mission will be to build, in a concerted and participatory manner, plans for Territorial Transformations for Peace in the agreed special zones.

Commissions and other forms of coordination may work on a regionalised basis, with local sessions.

Commissions are not a compulsory mechanism to advance in transformative actions and they will be formed based on their relevance for addressing needs.

The Commissions are made up of community spokespersons from representative peasant organisations, productive, urban and women's sectors, forms of ethnic representation and associations of community boards with territorial roots, as well as persons delegated by ministries, government agencies, technical institutes, decentralised entities, governors‘ and mayors’ offices, among others.

The Commissions and other forms of coordination will draw up their own regulation, organise their functioning, define their work plan and build, in a concerted and participatory manner, the route for addressing issues that are related to their function.

They will identify sources of funding, timetables and determine the way in which they will follow up, monitor and measure the social impact of what has been agreed.
