Description
This protocol establishes the methodology for implementing peace education and pedagogical activities related to the peace dialogue process, agreements and protocols. PEACE DIALOGUES TABLE BETWEEN THE NATIONAL GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE CENTRAL GENERAL STAFF OF THE FARC-EP

PROTOCOL XII

PEDAGOGY OF THE PEACE DIALOGUES, THE PROCESS, THE AGREEMENTS AND PROTOCOLS SIGNED BETWEEN THE NATIONAL GOVERNMENT AND THE CENTRAL GENERAL STAFF OF THE FARC-EP.

The national Government of the Republic of Colombia and the Central General Staff of the FARC-EP, as well as all its accompaniers, reiterate their firm conviction to advance towards the construction of a peace agreement that will put an end to the armed confrontation and social conflicts, allowing the necessary local, regional and national structural territorial transformations that will lead to the achievement of a stable and lasting peace with social and environmental justice.

The aim of this protocol is to establish the methodology for the realisation and implementation of the pedagogy regarding the process of dialogue, the agreements and protocols that have been agreed and those that are yet to be agreed.

Through this protocol, the aim is also to make visible and understandable the progress of the dialogue process for the national and international community.

The pedagogical work must be adequate, truthful and timely, with clear, non-stigmatising, precise and simple language, governed by respect, with a territorial, regional and national scope, and guaranteeing an ethnic, rural, gender, age and intersectional approach, among others.

Taking into account the above, the pedagogical methodology of socialisation, awareness and appropriation of knowledge will be advanced in the following terms:

1. The MDP will create a joint pedagogical commission to design, with the prior approval of the MDP, a pedagogical strategy to publicise the progress of the peace dialogues process, the agreements signed, the logistical means to carry them out and to promote participation.

2. This strategy should include pedagogical forms in accordance and in articulation with indigenous, Afro and peasant cultures in accordance with their differential approaches.

3. The joint pedagogical commission, with the collaboration of accompaniers and guarantors, will be responsible for carrying out the process of national socialisation of the pedagogical strategy.

4. The joint pedagogical commission will be in charge of elaborating a programme for the development of the strategy, proposing resources and pedagogical means, didactic tools and other materials that facilitate the process of approchement and learning, improving the understanding of the advances in the process of dialogues, agreements and protocols.

This will be done taking into account the diversity of conceptions of Peace.

5. The National Government commits itself to lead the pedagogical process in all the State entities, at local, regional and national level.

6. The national government, through the Ministry of National Defence, will issue the guidelines for the delivery of pedagogy within the security forces.

7. The Public Force will provide pedagogical training to all the people who make up the institution, in accordance with the guidelines and strategy approved by the MDP.

8. The Central General Staff of the FARC-EP will provide pedagogical training to all the people who make up its structures, in accordance with the guidelines and strategy approved by the MDP.

9. The intellectual property of the products of these pedagogical processes will be of free access.

10. The educational activities will be carried out taking into account the safety requirements set out in the protocols and provisions agreed by the MDP.

11. The Peace Dialogues Table will develop pedagogies aimed at the society in general;

the pedagogy aimed at the civilian population at the territorial level will be developed in a coordinated manner between the parties and in accordance with the contents of the Protocols, Agreements and other decisions of the MDP.

12. The teaching of civil society should be carried out by delegates, representatives, spokespersons, facilitators, managers and advisors, limited to its contents, following coordination with the Peace Dialogues Table.

13. The pedagogy aimed at civil society will be carried out without the carrying of weapons and/or clothing for the private use of the Public Force or allusive to the parties.

In these activities, a MDP badge will be worn.

14. The UN Verification Mission in Colombia, the Mission to Support the Peace Process of the Organization of American States (MAPP-OEA), the World Council of Churches and the Episcopal Conference of Colombia will support the work of pedagogy about the Agreements and Protocols.

15. The members of the national instance of the Oversight, Monitoring and Verification Mechanism (MVMV) will carry out the pedagogy for the regional and local levels of the Mechanism.

The pedagogical process will be developed on an ongoing basis and will be periodically updated and fed back.

16. The logistics, physical and economic resources for the pedagogy of the agreements will be guaranteed by the Colombian State.

This protocol is framed within the MDP's objectives to build Peace with social and environmental justice.

At such time as the Parties deem appropriate, it may be adjusted by mutual agreement.

It is signed at San Jose del Guaviare, 10 March 2024
