PEACE DIALOGUES TABLE BETWEEN THE NATIONAL GOVERNMENT AND THE NATIONAL COORDINATION OF THE BOLIVARIAN ARMY
Within the framework of the Peace Dialogues Table, delegations from the National Government and the National Coordination of the Bolivarian Army (CNEB) met on 29 and 30 June in Chajal and Laguna de Chimbusa, in the municipality of Roberto Payán, together with institutional representatives and community leaders.
During this session, the delegations reaffirmed their commitment to the programme “We are reborn for peace and territorial transformation in Nariño and Putumayo”, which is aimed at transitioning to legal economies, replacing illicit crops, developing the territory and the transition to civilian life for members of the CNEB.
The programme will have the following components:
1. On 3 July 2025, a technical meeting will be held to review the extensions of the polygons where the transition to legal economies will take place, through the substitution of 7,500 hectares of coca leaf in the areas of Tumaco and Roberto Payán, which are part of the commitment to replace 15,000 hectares established in the fourth cycle of dialogues.
As part of the commitment to comprehensive de-escalation of the conflict, information will be collected on the presence of conventional and non-conventional material, such as anti-personnel mines (APMs), unexploded ordnance (UXO) and improvised explosive devices (IEDs).
2. The government will prioritise two types of items:
a. A value of 8 000 million pesos for the process of replacing income from 1 000 hectares of coca with 1 000 hectares of cocoa in 2025, which will be carried out in the municipalities of Tumaco and Roberto Payán and will form part of the 7 500 hectares previously indicated.

c) signing of substitution agreements;
d) commencement of the implementation of substitution agreements, beginning with the first payment and delivery of production kits.
The schedule for these phases will be presented at a meeting by the DSCI on 7 July.
4.
