Description
This agreement, signed on 19 November 2025 in Campo Hermoso (San Vicente del Caguán, Caquetá), is the fourth agreement of the seventh cycle of peace dialogue between the Colombian government and the FARC-EP dissident bloc (EMBF), focused on reactivating and strengthening the Joint Legal and Security Guarantees Committee. It reinforces two previously signed agreements on the Joint Legal Commission (from March and June 2024) and convenes the committee to determine courses of action regarding EMBF members who are imprisoned, prosecuted, convicted, or have unresolved legal situations. The agreement also mandates a new census and characterisation of detained EMBF personnel, discussions on criminal policy, and humanitarian actions to protect the life, health, and integrity of persons deprived of liberty, with the reactivation meeting scheduled for 25 November 2025.

The Peace Dialogue Table (MDP) between the National Government of the Republic of Colombia and the General Staff of the Blocs Commander Jorge Suárez Briceño, Magdalena Medio Commander Gentil Duarte and Front Commander Raúl Reyes - FARC-EP, meeting in the Seventh Cycle of Dialogues on 19 November 2025 in the presence of the International Community, the World Council of Churches and the Colombian Episcopal Conference, in Campo Hermoso inspection station, municipality of San Vicente del Caguán, reinforces the agreements signed on the Joint Legal Commission (CJM):

1. Agreement on the Joint Legal Commission and Security Guarantees, signed on 10 March 2024 in San José de Guaviare.

2. Agreement of the Joint Legal Commission, 14 June 2024, in Bogotá

And complementarily agrees:

To convene the Joint Legal and Security Guarantees Committee of the Peace Dialogue Table (MDP) in order to review the proposals presented on this matter in cycle VII by the two delegations to determine the courses of action regarding the situation of members of the General Staff of the FARC-EP Blocs and Fronts who are deprived of their liberty, including those who have been prosecuted or convicted;

as well as those who are not deprived of their liberty and/or have a legal situation to be resolved.
