- In furtherance of the provisions on land ownership in the Final Agreement between the Government of Colombia and FARC-EP (2016), the Commission for Monitoring, Promotion and Verification of the Implementation of the Final Agreement (CMPVI) approached three universities for "recommendations on regulatory and public policy reforms" in relation to land ownership.

Joint Communiqué No 12 - Formation of the Group of lands Experts

The Commission for Monitoring, Promotion and Verification of the Implementation of the Final Agreement informs that:
In point 1.1.5 of the Final Agreement it was agreed:
“Making the transition towards a society with clear rules for transactions and access to land ownership requires an adequate definition and protection of property rights.
Considering that there are currently different situations that affect the legal security of land tenure or ownership in Colombia and the need to find a solution that addresses the realities of the country, without prejudice to what has been established in terms of access to land, the Government will form a group of 3 experts —women and/or men - on land issues that within a period of no more than 3 months will make recommendations for regulatory and public policy reforms that will allow, in a limited time and whenever possible:
- Regularise the property rights of owners, occupants and bona fide possessors, provided there is no dispossession or bad faith.
- Guaranteeing the social and ecological function of property
- Facilitate access for workers without land or with insufficient land.
- Promote the productive use of land.”
To fulfil the above, within the framework of the CSIVI we have asked the rectors of the Universidad de los Andes, the Universidad EAFIT and the Universidad Externado de Colombia to each designate one (1) expert to lead a team at their institution and work together with their peers to deliver recommendations on regulatory and public policy reforms within a maximum period of four weeks.
The recommendations and regulatory proposals will be submitted to the National Government to address the procedures set out in the Final Agreement.
