11 - WE ARE REBORN FOR PEACE AND TERRITORIAL TRANSFORMATIONS IN NARIÑO AND PUTUMAYO

30 JUNE 2025

PEACE DIALOGUES TABLE BETWEEN THE NATIONAL GOVERNMENT AND THE NATIONAL COORDINATION OF THE BOLIVARIAN ARMY

Within the framework of the Peace Dialogues Table, delegations from the National Government and the National Coordination of the Bolivarian Army (CNEB) met on 29 and 30 June in Chajal and Laguna de Chimbusa, in the municipality of Roberto Payán, together with institutional representatives and community leaders.

During this session, the delegations reaffirmed their commitment to the programme “We are reborn for peace and territorial transformation in Nariño and Putumayo”, which is aimed at transitioning to legal economies, replacing illicit crops, developing the territory and the transition to civilian life for members of the CNEB.

The programme will have the following components:

1. On 3 July 2025, a technical meeting will be held to review the extensions of the polygons where the transition to legal economies will take place, through the substitution of 7,500 hectares of coca leaf in the areas of Tumaco and Roberto Payán, which are part of the commitment to replace 15,000 hectares established in the fourth cycle of dialogues.

As part of the commitment to comprehensive de-escalation of the conflict, information will be collected on the presence of conventional and non-conventional material, such as anti-personnel mines (APMs), unexploded ordnance (UXO) and improvised explosive devices (IEDs).

2. The government will prioritise two types of items:

a. A value of 8 000 million pesos for the process of replacing income from 1 000 hectares of coca with 1 000 hectares of cocoa in 2025, which will be carried out in the municipalities of Tumaco and Roberto Payán and will form part of the 7 500 hectares previously indicated.

This is without prejudice that the delegations, subject to the opinion of the DSCI, may decide to extend the pilot programme to municipalities such as Olaya Herrera, Francisco Pizarro and Magüí Payán, among others.

The DSCI will evaluate the technical and financial components for the definition of the disbursement of resources, conditional on compliance with the established agreements, for the benefit of the communities, with the empowerment of their autonomy and through a collective administration structure.

b. An approximate total value of between 20,000,000 and 21,000,000 MCTE pesos per hectare for the cocoa production project covering 1,000 hectares, without prejudice to the management of financial support related to environmental protection, which will be coordinated with the Ministry of Environment and Sustainable Development.

3. This commitment will begin on 7 July 2025, in collective modality, and will consist of the following phases:

a) Definition of polygons;

b) establishing exact hectares, commitment to crop reduction and components:

income substitution, economy substitution and complementary goods, which constitute elements for territorial transformation and transition to licit economies;

c) signing of substitution agreements;

d) commencement of the implementation of substitution agreements, beginning with the first payment and delivery of production kits.

The schedule for these phases will be presented at a meeting by the DSCI on 7 July.

4. The georeferencing and census will be carried out in the Agricultural Community Councils of Patía, Patía Viejo, Progreso, Catangueros, Unión del Río Chagüí, Río Mexicano, Integración Telembi, and the territory known as ‘La Ensenada’ between 7 July and 7 August 2025, following consultation with the community councils and communities present in the territories.

This process will be coordinated with the relevant government authorities.

5. This process will serve as a roadmap in the Comprehensive Training and Temporary Location Zones so that CNEB members can act as a transformative force for peace, facilitating their reintegration into civilian, social, working, cultural and educational life.

6. In developing the territorial transformation agreements, the DSCI has advanced the participatory process for defining the substitution programme ‘Renacemos’ (We Are Reborn), for which the CNEB will respect the autonomy of the communities during the implementation of the agreements to be signed.

7. The programme will be implemented through a substitution agreement signed between the DSCI and the community.

In witness whereof, it is hereby signed on 30 June 2025.
