TERRITORIAL TRANSFORMATIONS
PEACE DIALOGUE TABLE BETWEEN THE NATIONAL GOVERNMENT AND THE NATIONAL COORDINATOR OF THE BOLIVARIAN ARMY
On December 14, 2024, the Dialogue Table between the National Government and the National Coordinator-EB agreed, as "an early measure within the framework of the development of point (1) of the agenda, to implement pilot projects for the transition to legal economies of three thousand hectares of illicit crops, located in the territories with a National Coordinator-EB presence in Nariño (2,000 ha.)
and Putumayo (1,000 ha.),
as well as the creation of a subcommittee on economic transition within the framework of the negotiation table."
In furtherance of the above, the delegations agreed to implement the following measures:
1. Areas:
The Laguna de Chimbuza and Inda Sabaleta areas in the department of Nariño were identified as locations where the pilot plan for territorial transformation to transition to legal economies will be implemented.
Regarding crops that could replace coca leaf cultivation, various options have been considered, including sugarcane, cacao, oil palm, and coconut.
2. The technical subcommittee established to define the aspects outlined below will hold a meeting, following a call for community organisations in the aforementioned territories, on February 27 and 28 and March 7, with the objective of establishing:
i. The legal, social, and economic delimitation of the pilot projects, with criteria of gradual implementation and prioritisation.
These definitions will be framed within the strategy for transitioning to legal economies.
ii. The consultation and participation procedures of the communities, which are essential for the definition and execution of the activities derived from these processes in the territories of influence of the National Coordinator-EB.
iii. The definition of the governance characteristics of the pilot programmes in both the departments of Nariño and Putumayo;
this governance refers to the management and coordination mechanisms, which will be the responsibility of the Directorate of the Illicit Crop Substitution Program, in coordination with the authorities, communities and participation of leaders from the provincial governments of the departments of Nariño and Putumayo.
iv. The Peace Dialogue Table supports these definitions but will not intervene in either the management or the execution of the pilot programmes.
v. The criteria for linking pilot programmes with broader processes of territorial transformations, including communication routes, productive units, social investment, community training, sustainability of processes, etc.
vi. The foregoing is without prejudice to the aforementioned issues being addressed more structurally and comprehensively in point number one of the thematic agenda concerning the social and economic transformations of the territory, to be dealt with by the Peace Dialogue Table.
3. This subcommittee shall be constituted as follows:
For the National Coordinator-EB:

Mauricio Vargas, Omar Díaz, Maria Yaneida Arboleda, David Melo.
For the National Government:
Jaime Ariza, Government delegate, Estefanía Ciro, member of the Advisory Team, three officials from the Substitution Directorate, and an official appointed by the Governor of Nariño, the Governor of Putumayo and the manager of Peace Models from the Office of the Peace Commissioner Advisor.
4. The previous Technical Subcommittee will meet in person on February 20 to prepare the exercises and activities that will be carried out in the territory during February and the following month of March.
5. On February 27 and 28, meetings will be held with the communities in Laguna de Chimbuza and Inda Sabaleta, Nariño department, and on March 7 in Valle del Guamez, Putumayo department.
6. For the department of Putumayo, a meeting will be held on March 7 in the Valle de Guamez with community representatives to make progress in the identification of products that will be transitioned to legal economies, the identification of designated areas, and other complementary aspects.
Delegations from the national government and the National Coordinator-EB will attend this meeting, which will take place prior to the delivery of the necessary technical inputs by the Directorate of the Illicit Crop Substitution Program.
7. These programmes will be pilot and experimental in nature, with a view to studying the possibility of extending them to other areas of the departments of Nariño and Putumayo.
They will be understood as an integral part of a comprehensive agreement on territorial transformations, as agreed upon by the delegations of the Peace Dialogue Table.
