SECURITY GUARANTEES FOR THE PEACE DIALOGUES BETWEEN THE NATIONAL GOVERNMENT AND THE NATIONAL COORDINATOR OF THE BOLIVARIAN ARMY (CNEB)
In order to adopt the necessary conditions to promote security and trust between the delegation of the National Government and the CNEB, a technical subcommittee shall be formed with the following characteristics:
1. Purpose:
The Technical Subcommittee aims to draft the necessary documents for the planning, design, and implementation of a bilateral, temporary, and local/territorial ceasefire, with a view to ending the conflict and creating the conditions for the transition to civilian life for the members of the National Coordinator of the Bolivarian Army.
2. Composition
The Technical Subcommittee will be composed of:
a) From the delegation of the National Government:
Armando Novoa, Chief Negotiator
One member of the delegation
One delegate from the Ministry of Defence
Military observer
Political observer
One accompanying person to the military and political observers
b) From the National Coordinator-EB:
Walter Mendoza Chief Negotiator, Jairo Marín representative member.
Advisors:

Rapporteur:
María Isabel León
c) Delegations may invite other actors with technical expertise related to the development of the protocols.
3. Scope
The Technical Subcommittee will be responsible for drafting the following protocols:
a) Agreement on a Bilateral, Temporary and Local Ceasefire, as part of a Definitive Bilateral Ceasefire.
b) Protocol on Prohibited Acts.
c) Protocol on the Monitoring and Verification Mechanism.
d) Protocol on Evaluation, Extension, and Suspension.
e) Protocol on Security and Protection of the Mechanism.
f) Protocol on Communications for the Prevention of Incidents.
g) Protocol on Education.
h) Other protocols necessary for the design and implementation of the Bilateral, Temporary and Local Ceasefire.
