Description
This agreement establishes a framework for implementing Temporary Location Zones as Comprehensive Training and Temporary Location Zones (ZUT-ZOCIUT) where members of the National Coordination of the Bolivarian Army (CNEB) will transition to full citizenship through gradual disarmament, reintegration, and participation in territorial transformation. The zones will provide multidimensional security guarantees for CNEB members while facilitating transitional justice mechanisms and the replacement of illegal economies with legal productive processes. As a pilot project, two ZUT-ZOCIUTs will be implemented for ten months in rural areas of Roberto Payán (Nariño) and Valle del Guamuez (Putumayo), governed by twelve detailed protocols including logistics, security, monitoring, and weapons surrender procedures.

1. General Objective
Based on the provisions of the current regulatory and legal framework, the National Government and the CNEB agree to gradually and progressively launch the ZUT-ZOCIUT, in line with the advanced stage of the peace process.
In these ZUT-ZOCIUT areas, CNEB members will enjoy guarantees for their physical, economic and legal security (i.e. multidimensional security).
It is agreed that the fundamental objective is, in these areas, to advance the process of transition to full citizenship for CNEB members and the end of the armed conflict, in parallel and in coordination with the dynamics of territorial transformation resulting from the effective replacement of illegal economies with legal and sustainable productive processes.

This Agreement and the attached Protocols shall govern the establishment and implementation of all ZUT-ZOCIUTs.
As a pilot project, the Delegations agree to implement two ZUT-ZOCIUTs in the rural area of Roberto Payán, in Nariño, and in the rural area of the municipality of Valle del Guamuez, in Putumayo, for a period of ten (10) months.
In each of the ZUT-ZOCIUTs, the necessary measures shall be taken to ensure that recognised Representative Members who participate in the Peace Dialogue Table are included, whose names shall be referred to by the Head of the CNEB Delegation in the lists to be submitted to the National Government.

On 5 December 2025, in Llorente, municipality of Tumaco, Department of Nariño, within the framework of the consensus, the need was identified to advance the roadmap for the implementation of the Temporary Location Zones as Comprehensive Training and Temporary Location Zones (ZUT-ZOCIUT), agreed upon in the fifth cycle of dialogues between the National Government and the National Coordination of the Bolivarian Army (CNEB).

To this end, as a development of Agreement No.

10, the following is agreed:

1. General Objective
